  1. Incarceration rate decreased by 7.1 percent? That's because they let criminals go anymore no one gets prison time and if they do it's for a very short time.

    Chain gangs I tell you, chain gangs will lower the crime rate more than anything.

    An eye for an eye. All murder and kidnapping is punishable by death and not death maybe 20 years later. Unless you have DNA to prove you're innocent you will shortly be dead for killing another.
