Because Mayor idiot James won't hire cops to patrol the streets and everyone out there has expired plates, no insurance, and no drivers licence. They know they can get by with it because our Clown Mayor is busy blowing his bullhorn and chasing after Bill DeBlasio his idol. Count how many expired temp tags you see driving through the east side next time you go out. It's amazing. But yet Mr Clown and city clownettes have money enough to change a street name and pay an annual bill to have that street name.
