Fact is, there's not really much debate at all . . . KCPS & school districts across the metro have said NO. And Kansas City voters have grown execptionally tax weary.

Nevertheless . . .

The City of Kansas City, Missouri, has proposed a sales tax to fund expanded pre-k education programs. The question will appear on the April 2, 2019, ballot.

"Many agree that pre-k education benefits students and their families and that children who attend high-quality pre-k programs tend to find greater academic and economic success. But some argue that a sales tax is regressive, disproportionately impacting those least able to pay. Others question the constitutionality of the City’s proposal because private sectarian and parochial schools would receive funding from the tax. Additionally, some worry that the plan excludes locally elected boards of education from any significant governance role."

  12. The pre_K plan has already been shown to be a scam in several post on TKC. The important thing to remember is only 20 to 25% of the revenue will be going to the schools for the first 3 years and after that everybody knows it will be a slush fund for developers.

    Bottom line the city has no business trying to run the school districts since there are elected people to run the school districts. City hall has a difficult time effectively governing the city.

  19. Pre-K prepares ghetto and trailer park kids for Kindergarten only because it gets them out of the house and away from their uneducated and uneducatable parents for part of the day. However, studies show no lasting effect past the first few school years. So by the third grade or thereabouts, it is not possible to distinguish kids who attended Pre-K from those who didn't based on their academics and behavior. The entire Pre-K proposal is just another liberal wet dream, like the streetcar. It separates taxpayers from their money, creating a political slush fund, but accomplishes nothing.
