In a stunning rebuke of open government rules and transparency, Jackson County Executive Frank White attempts to silence any criticism in open meetings from his fellow elected officials.

Remember that Exec Frank White faced some tense back and forth in a recent meeting regarding a jail report that had been heavily redacted.

JACKSON COUNTY EXECUTIVE REJECTS FUTURE QUESTIONS FROM THE LEGISLATURE SPARKING CONCERN ABOUT TRANSPARENCY AND ACCOUNTABILITY TO VOTERS!!!

"This isn't the way County Government is supposed to work. What's worse is that we're in the middle of a discussion to build a new jail. That's a multi-million dollar project and in the middle of it all you've got the Executive trying to shut down communications."

Legislator Dan Tarwater was quick to push back against this request. Here's his note that is making waves around 12th & Oak . . .

STATEMENT REGARDING JACKSON COUNTY EXECUTIVE'S DECISION TO NO LONGER ACCEPT QUESTIONS DURING LEGISLATIVE MEETINGS




Legislator Tarwater: "Legislative Chair Theresa Galvin revealed to all other members of the Legislature a conversation held with Executive Frank White following a contentious exchange during Monday's Legislative meeting. He stated he will no longer answer questions or engage in an open dialogue unless it is noticed under "Hearings" on the agenda. When asked for "Communications and Reports of the County Executive" he will speak if he has a subject to report on. 

"Just to be clear, the Jackson County Legislature is a duly elected body of the government and has the right and duty to ask questions of the County Executive at any time. This body took the same oath as the Executive to protect the citizens of Jackson County. We are a Watchdog for the Taxpayer and the County Executive does not have the power to censor other elected officials. Balance of power with checks and balances are the core of good government. The County Executive is not an Imperial Ruler . . .

"This request is unlawful and unreasonable and should not be considered by the Legislative body. Frank White should show up to meetings, answer questions when asked by the Legislature, and should questions make him uncomfortable, he should not attend. The taxpayers deserve elected leaders who can show up when required and answer questions when asked. Those are the basics."

    1. Frank has never really known what he's doing on the Legislature. He's making stuff up as he goes along and how it looks like he's REALLY in over his head when he receives even a little bit of questioning. His comment last week when he barked "I don't like being called a liar" is one of the most amateur things I've seen an elected official do in years. And that's something coming from Kansas City.

  4. Frank was never qualified for this job. The Jackson County Democrats should be ashamed of themselves that they couldn't find a better candidate in the primary against him. It's not just that he doesn't know what he's doing it's that his conduct in office is detrimental to County Business. You're going to build a hundred-million-dollar new jail but the executive won't talk to anybody? Not going to happen. This latest episode just shows me that Frank is out of control and he doesn't know how local government works.

  7. White's just like Sharice Davids over in Johnson County.
    He doesn't want to answer questions that he hasn't had a chance for someone else to prepare the answers to, because he really doesn't have a clue what's going on and can only make a bigger fool of himself trying to respond.
    Celebrity and empty rah rah are really big in "politics" these days, but the performance after the show leaves a bit to be desired.
    Just like Sly, White will continue to create terrible problems which will last for many years.
    And all at the expense of hundreds of million of taxpayers dollars.

    So now we had one executive that was sent off to jail and the next one doesn't know how his job is supposed to work. Not a great reputation for a branch of local government in charge of collecting our property taxes. This is where your money is going, seems like the voters should have more say about this lack of transparency.

  13. Frank White embarrasses himself everytime he opens his mouth at these meetings. Legislators ought to pull the plug on Team Frank by pulling the funding for his aides. He's letting them run the show, while he collects his six-figure salary and throws tantrums. This reeks of Caleb Clifford.

  14. I've had my problems with some of the changes that Tarwater has made to the charter but on this he is 100% correct. You can't have a county government without public meetings. If Frank isn't going to show up and won't answer questions. Effectively, we no longer have an Executive.

    Redacting data from official government documents is Frank thumbing his uppity nose at the constituents, legislators, and statutes of Missouri. Frank is a disruptor, just begging to face charges for concealment, and more. On what authority does this county peon play hide and seek with the taxpayers' and their state's representatives' rights to the official data transcribed via government documents?

  20. County government has been screwed up for as long as I can remember.

    Kathrine Shields had to fight a federal indictment in court. She won but at the time she was persona non grata around KC because she got caught having a county employee play chauffeur.

    We all know the troubles of Mike Sanders. He is now serving time in federal prison for wire fraud.

    And now the current executive is facing trouble over loans that he took and his bankruptcies. He doesn't like questions so he won't be conducting public meetings any more.

    Something really wrong is happening at Jackson County and it seems like people are just starting to be made aware of it.

  22. I interpret this as Frank White essentially resigning, not wanting to do one of the core "basics" of the job. But he can't actually quit because he needs to keep collecting his big salary.

  23. How could you go wrong in the City? Frank White, Sly James, Jermaine Reed, Q. Lucas? How could you expect anything more than you are getting with this group in positions of authority?
    Roads, Snow removal, Police Downsizing, Curbs, City lighting??? No, these are not important to the Council. We got Linwood Grocery, 18th and Vine, Jazz Museum and its board of directors and MLK instead...
    I am a life long democrat but given the choice would vote for anyone including MAGA over the leadership we have here in KC..

  24. People love their celebrities, that's why Frank White has a job as a legislator. He has shown from day one that he has no understanding of the job and he makes no sense when trying to comment about the issues. He now looks foolish in supporting the Jackson County Assessor that HE APPOINTED, because he appointed her. He still has no idea that the handling of estimated property values has been totally bungled. Frank, you were great at baseball but you have no business trying to run something you don't understand. Get out! Voter, you need to vote him out at your next opportunity. He is not owed this kind of allegiance just because he was a great baseball player.
