Follow-up on Kansas City Population Trends

The other day we published a post about some Brookings Institution data suggesting the Kansas City was doing well with millennials. The data was not specific to Kansas City, Missouri but rather the entire 14-county metropolitan area. There is reason to think that outer areas such as Olathe and Overland Park are doing well attracting millennials, but what about Kansas City proper?

  1. The starting fact is that over 85% of the population of the metro doesn't live ANYWHERE in KCMO.
    Most people would prefer to live in a community with safe neighborhoods, well-maintained streets and sidewalks, a predictable fair tax system, good trash service, well-maintained parks and public areas, quality schools, and all the rest of the expectations that living in a modern society involves.
    If they want to experience some aspect of the "downtown renaissance", they can easily drive to whatever and enjoy the benefits of the choices they've made.
    The idea that downtown is some kind of diverse energetic urban experience is a fantasy that only folks from small mid-west towns would believe. And increasingly, it has the inconvenience and cost of a real urban environment without any of the actual benefits.
    For most folks downtown KCMO is one and done.

    It's been obvious for decades that Kansas City, like all US Municipalities, was becoming a "donut", and not a jelly-filled one, either.

    What would be necessary to turn this trend around would be an aggressive policy of what is referred to as "Quality Of Life Law Enforcement" and very active encouragement of "Urban Homesteading".

    Use TIF financing ONLY in blighted areas (as it was intended).
    Enforce the laws already on the books regarding traffic, housing codes, public disturbances, noise ordinances and so forth.
    Revise housing codes to permit (or encourage) "alternative housing choices" (Tiny Houses, Container Conversions, etc.) on vacant land.
    Make necessary repairs and cleanups to bring properties up to code, then place liens on the properties to recoup the costs, eventually seizing the property and reselling it for the lien amount and back taxes with a restriction that the Buyer is an Owner/Occupier for at least five years.

    These actions have helped in other Metropolitan areas, but require a City Government that is honestly and actually concerned with the betterment of the City, and not personal advantages.

  9. Kansas City is a sprawling small town. Downtown boosters and such won't ever get that through their thick skulls.

    Sure, you can entice a certain number of post-college grads to rent downtown for a few years, but nearly all of them will end up in the suburbs or south KC within after a couple of years.
