A puppy was dumped outside in the bitter cold Sunday at KC Pet Project."When you're just not expecting it, and you walk out and you an animal that's just tied to the fence post out here, just left by somebody, it's so hard," said Tori Fugate, of KC Pet Project.It was after dark Sunday when a black Labrador puppy was left outside the closed shelter."It's a dangerous situation.
