In our neighborhood, tenants put their trash out whenever they want. Just in time for the critters to tear into the bags and spread it all over the street. Also, some dolts think it's OK to put out plastic bags full of leaves. The City needs to re-educate tenants and their out-of-town landlords. Will that happen? When the Chiefs win the Super Bowl - ha ha ha.
