The Kansas City Council on Thursday is scheduled to take up a long-discussed project that would turn a block of surface parking in the River Market into a transit-oriented development. On the council's agenda is an ordinance authorizing the city manager to to negotiate a development agreement with the Kansas City Area Transportation Authority (KCATA) and Briarcliff Development Co.
