What bothers me as a person in the transportation business is that the police don't seem to put much effort into reducing or investigating this type of crime. If the shipment involves a possible crossing of state lines it becomes "Theft of an Interstate shipment", a Federal crime and is the jurisdiction of the FBI. You never hear about the cases being referred to the FBI.
Logistically, there's probably not enough FBI agents in the whole country to deal with package thefts. Unless there's plutonium in one of those packages the FBI ain't getting involved.
