Kansas City debate among unions insiders and politicos is reaching a fever pitch in a fight for a leadership position.

Now the question: Will the State Party select a person that has a record of anti-labor practices to be chair of the party and alienate the men and women of organized labor? Jean Peters-Baker Bid for MO Democratic Party Chair



Dear Leadership Members:

I am writing to encourage you to oppose Jackson County Prosecutor Jean Peters-Bakers’ bid to become the Chair of Missouri’s Democratic Party. As you know, Organized Labor has been a longstanding and stalwart constituency of Missouri’s Democratic Party. At a time when the importance of the Democratic Party’s role in the lives of working people is of critical importance, we need a leader who embraces and who can represent, unify and activate all segments of the Party. Regrettably, Jean Peters-Baker is not such a person.

For those of you who don’t know me, I am currently President of Local No. 42 of the International Association of Fire Fighters. I am also an elected Delegate to the Greater Kansas City AFL-CIO. Previously, I served as a Business Agent for Local 42 and a District Field Service Representative for the International Union. In my role as Local 42 President, I have bargaining responsibility for twelve (12) separate bargaining units. As a Business Agent and District Filed Service Representative, I also had direct service responsibilities for IAFF local unions in Missouri, Iowa, Nebraska and Kansas. In these roles, I have been involved in dozens of public sector contract negotiations. Never have I been involved in negotiations in which the employer has exhibited the anti-union animus that has been exhibited by Ms. Peters-Baker.

Local 42 organized the Jackson County Prosecuting Attorneys more than fifteen (15) years ago, while I was still one of its Business Agents. Prior to the election of Jean Peters-Baker, Local 42 successfully negotiated collective bargaining agreements with the administrations of three (3) separately elected Prosecutors.

Currently, Local 42 has been engaged in bargaining with Jackson County for more than a year. In my view, Prosecutor Peters-Baker has engaged in “bad faith” bargaining. To date, she has refused to agree to, indeed to even move on, virtually all substantive issues. Significantly, she has refused to negotiate over wages and other economic benefits, and has even refused to consider language that would provide for a neutral third-party resolution of contract disputes. Local 42 continues to receive reports from its members that Peters-Baker has privately conveyed to such members her preference not to have a union representing the Assistant Prosecutors.

More on the Peters-Baker record… While prior to the Peters-Baker regime there was the occasional disciplinary problem, no Assistant Prosecutor had ever been fired. Discipline had been administered consistent with the principles of progressive discipline. During Peters-Baker’s first term she fired three (3) Assistant Prosecutors. Coincidentally, these three (3) individuals were a member of the original union organizing committee, a union steward and the Prosecutors Executive Board Member. Local 42 took these three (3) cases to arbitration and prevailed. Peters-Baker, however, appealed these decisions to court, where each was overturned by a Jackson County Judge. Peters-Baker’s conduct could aptly be described as Union Busting.

As alluded to above, at this point in Missouri’s political history, we need Organized Labor and working people enthusiastically engaged in the political process. The power of their engagement was recently demonstrated in the defeat of the Right to Work ballot measure. It is difficult for me to conceive of a rationale for asking Union Members and Working People to support the Party whose leader is a person who not only apparently does not believe in Unions, but one who, as an employer, actively opposes them.

  3. Nobody and I mean NOBODY should be supporting her for any position or reelection or a higher office. As Prosecutor, she does have a direct impact on crime in this city and she has failed miserably. Can anyone tell me why she deserves our support year after year?

  6. As a labor person, I am anxious to see how the committeepeople vote. Committeepeople like Sandy Querry pledge her allegiance to Unions but will she betray labor and vote for Jean? What about Cathy Spainhower, Lanna Ultican, and Tom Wyrsch who ALWAYS ARE PLAYING THE LABOR support? Are they labor supporters or not. If "one" union is treated this way, it is a reflection of all. The democratic party needs labor more than they need a politician who just wants the job to increase her profile statewide for personal gain! Just this issue is enough to pass on Jean. How will you vote Sandy, Tom, Lanna, and Cathy? Against labor? Don't disrespect the biggest base of support and funding in the democratic party! We sure hope you don't. We are watching. RIP Harry Stone, yet another victim of a black-on-white hate crime, just like Jonathon Porter and Jeffery McDonald. Three unsolved black-on-white hate crimes you hear nothing about and the city appears to be doing very little to solve. The ballistics evidence they have on Stone's killer should be enough but no, she lets him walk. Here's hoping Stone's killer dies in the streets tonight. Maybe one of Stone's family members will do it. Put me on the jury, I won't convict.
