INDEPENDENCE, Mo. -- One-third of Independence Power and Light's customers are behind on their utility bill. That's 18,000 customers, and many of those customers say there's just no way to catch up. "We're always between $550 and $625 at a minimum," said Independence resident, Patricia, who didn't want her last name used.

  1. Utility bills are not a high priority for Independence residents when they get paid. First priority is their meth dealer. Then stop by the tattoo shop for a new neck tattoo. Then a 30 pack a Natty Lite. Then a tank of gas for the F-150.

  4. My brother and spouse took a three-week road trip this summer during which the power to their Independence home was essentially not used. They are not on level-pay. When their next bill came in the month after their return it was identical to the ones when they were home. I think there is something incredibly fishy going on.
