Take a look at this modest proposal from a Kansas City power player who has been a leading proponent for Mayor Sly James and his development agenda . . . All of this makes sense until we realize that there's no way that former broke-ass denizens of Downtown will be able to afford new luxury apartments & condos. This is basically an argument for Kansas City taxpayers to keep subsidizing $3k-a-month rents.

As the affordability requirements of several once-affordable downtown rental units soon expire, and without any semblance of a plan coming from the city to create new public or affordable housing, property tax freezes exchanged for affordable rents will encourage continuity, growth and maintenance of housing affordability.

We already offer a similar, wildly successful program for the arts. In exchange for tax abatements, buildings with qualifying commercial arts-related businesses in the Crossroads Arts District must remain affordable for tenants for up to 15 years. There’s no reason we cannot do the same elsewhere.

Kansas City must grow and develop to thrive and compete, but we can do this in our unique way, with the genteel consideration that makes our city so attractive.

Just to be clear, I'm not saying luxury units will help create new affordable units, I'm saying we need to incentivize the creation of new affordable units, i.e., providing tax abatement in exchange for developers charging ONLY affordable rates where feasible, inclusionary zoning but through the use of carrots/incentives. It would be a powerful tool. KC is experiencing a crisis of affordability, and can only afford private solutions/public-private partnership, so we all need to pay attention to this issue.
