The family of an unarmed Kansas man fatally shot by a police sniper after a prank call is suing the city of Wichita and the officers responsible for his death. The mother and sister of 28-year-old Andrew Finch pinned the brunt of the blame for his death on the city and 10 unnamed police officers dispatched to the deadly Dec.

  3. 6:22 its not that easy. Often the person is drunk or aroused from sleep. Cops are yelling commands so fast that the person can't even comprehend what is happening. If a cop is so scared that they must shoot before they see a gun then they should find another job.

  7. @7:51, man, you are definitely part of the problem. The cop at minimum should have his LEO license permanently revoked and fired. Hopefully he will serve some prison time though. What I remember from cop-school is identify, identify, identify prior to execution of deadly force. Not a single one of these cops did so, most certainly not the one who pulled the trigger. They didn't properly ascertain the situation or identify anything that would permit/require deadly force. The problem is too many cops have grown up watching movies where the baddies can whip out a weapon and empty the mag in the 10 ring all while dodging return fire; that IS NOT THE CASE in the real world. Let's say the guy DOES have a gun that he's reaching for. They MUST identify a weapon prior to firing. He wasn't going to reach into his waist band, pull out a weapon, aim and fire, all BEFORE positive ID could be made and action taken while the LEO has his weapon already trained on the individual (which takes about 1/2 second). Next time you're at the range take the challenge, try to pull a weapon from your waistband aim and fire at 12 yards in less than half a second. Just make damn sure no one else is around and you have a phone handy for when you shoot your asscheek.

      Thats right you along with the rest of the crowd made excuses for the cops and blamed the victim. So I am sure the cop feared for his life and was justified anything he did. I hope the media posts the victims facebook and depict his a thug guilty of not being perfect and deserving of some form of punishiment. Maybe he didnt look the cops in the eye or say yes sir enough?

  9. @10:11 and 10:27, nah, spoofing numbers is hella easy for scammers and apparently the little turd that did this too. I get spoofed calls on my cell all the time, often spoofed to my prefix let alone area code. The 911 call center would only have the number "provided" by the phone service. Deeper investigation can only occur after, and would (did) reveal actual information.

    All that said, no excuse for the trigger happy cop like @9:28 said.

    Hopefully they will win and the city will have to pay 100 million or more. Even better, take the money out of the Barney Fife Police Department. It's past time that trigger happy, scared cops start to pay up for gunning down innocent citizens. Happens every day. But the cops seldom have to pay. That needs to change. U shoot, U pay.

  12. 6:22 the guy did comply with police and wound up dead. Maybe somebody knows, when SWAT is called how many show up? 15 minimum? Only one cop fired his weapon. That cop is trigger happy looking to shoot someone. I hope the family gets millions, so much the city has to raise taxes (maybe an insurance policy covers this, I don't know). I hope the police chief and mayor have to face the public and explain why they have to raise taxes to cover this murder. Last, I hope the cop goes to prison like he deserves. This is unacceptable.
