A stopgap bill to end the government shutdown will extend children's health insurance, but Kansas City-area safety-net services are still in suspense as they await needed funds. Both the Children's Health Insurance Program (CHIP) and the Community Health Center Fund (CHCF) were due for renewal on Sept. 30, 2017.
