JACKSON COUNTY SHOWDOWN CONTINUES: EXEC FRANK WHITE DESPERATELY SEEKING HELP FROM MISSOURI AUDITOR!!!



The latest cry for help from Jackson County looks to statewide authorities for guidance given a historic impasse that has effecitvely rendered him powerless.

The sitch right now . . .

- Jackson County Exec Frank White calls the recent actions of the Legislature "unlawful" and has lashed out at them publicly in writing.

- The Legislature has stripped away the COMBAT anti-crime funding, moved the emergency preparedness work to the Sheriff’s office and frozen budget funds for top ranking employees in the White Administration.

- The Legislature isn't afraid of input from the Auditor and has welcomed outside review of the their opposition against Exec White.

And so, here's the latest communication as this fight heads to court . . .

Jackson County Executive recommends Missouri State Auditor’s Office inspect County’s fiscal policies

KANSAS CITY, Mo. – Despite the Jackson County Legislature’s FY2018 budget calling for the elimination of several positions, Jackson County Executive Frank White, Jr. has taken the necessary steps to ensure no one lost their job at the start of the new year.

“We have worked within the budget and within my authority to ensure adequate funds are available to keep hardworking staff members employed. They are dedicated to serving taxpayers and some of them have been here decades,” White said. “As I said before, I did not agree with many provisions in the Legislature’s budget. But, it was in the best interest of the County and our associates that I approve it in order to keep our government running. Now it’s time for us to move forward.”

Both White and the Legislature have raised concerns about the County’s fiscal and procurement policies and procedures. As such, the County Executive is recommending that the Legislature immediately request the office of Missouri State Auditor Nicole Galloway conduct a comprehensive audit of all aspects of these processes.

“There is nothing more important to the integrity of the County than the responsible use of taxpayer dollars. I firmly believe that conducting an independent evaluation of our current fiscal policies is critical to operating a transparent, efficient and effective government that the people can trust,” White said.

White is asking the Legislature to call upon the Missouri State Auditor’s Office to conduct the audit to avoid the perception of potential bias. The audit will examine all fiscal and procurement processes, including the role of the executive and legislative branch in the awarding of contracts and expenditures relating to COMBAT, Rock Island Rail Corridor and the direct funding of outside agencies.

The County Executive will work with the Legislature to ensure funding is immediately available for the audit, should they support his recommendation and the state auditor’s office accepts the request. A copy of his letter to the state auditor’s office notifying it of his request is attached.

    Scott Burnett is now standing up to Frank's office so there's no turning back. If Burnett isn't afraid of him calling the Auditor, then there's not a lot of bite to the suggestion.

    2. Auditor might not help him and I don't think she's dumb enough to try. There's no rule that would force her to act and this might be a better issue for the Missouri Attorney general to examine. But they won't call him because he's a Republican.

      This is actually insulting to Galloway, using her would threaten her career and likely send her down the same road as Frank. Why drag her down with you?

      Expect to see a statement from here wishing everyone well and telling them to figure things out for themselves.

    3. Don't be so sure. The county executive in fact can invite the auditor to review the county. And this one doesn't appear to have the political aspirations of her predecessors. Anything could happen.

  4. I would think the LAST thing any of the occupants of the Jackson County courthouse would want is an extended visit by the State Auditor.
    And that includes quite a number of FORMER occupants.
