JACKSON COUNTY NICKEL & DIMED TO DEATH: LEGISLATURE CUTTING EXECUTIVE FRANK WHITE PURSE STRINGS AFTER MORE THAN 1000 EXPENDITURES NEAR LIMIT!!!



The courthouse money-fight persists and this evening we wanted to highlight a perfectly legal bit of maneuvering that might still evoke ire from voters.

Remember that our blog community talked about complaints over how taxpayer funds are diverted to keep Exec Frank White's team afloat.

Here's a glimpse at the scale of this operation . . .

A denizen of our blog community is astonished and simply notes: 1,100 instances of $9,999 or less?!

Here's a not-so-fun fact that shouldn't have been buried in a recent report:

Legislators moved a step closer to approving an ordinance requiring that any spending for legal, contractual or professional services be signed off on by the legislative auditor, who reports to the Legislature.

Currently, expenditures of $10,000 require legislative approval, but the auditor has found 1,100 instances in 2017 of spending of $9,999 or less, and they say the office of County Executive Frank White Jr. has at times broken five-figure expenditures for one thing into several separate acts of spending in order to get around the $10,000 threshold. Those smaller expenditures have to be posted at some point, but legislators for months have expressed frustration about how difficult it’s been to track exactly where county money is going. They created a reserve fund for transactions to flow through – opposed by White – in order to more easily track spending,

    Taking money from combat so a staffer can have a truck is even worse, that be a bigger deal for Frank to contend with.

  4. The issue is clear, Frank White doesn't want to abide by the rules the Legislature has put forth. He says than the checks and balances set forth by the Legislature are "unlawful" and he's obviously doing his best to subvert their rules.

    Do we really want to have somebody who plays by his own rules in charge of County government? That's the question that Jackson County needs to answer for itself.

  8. Frank obviously got into public service to serve himself. He won't make it to election day. He will wind up probably being given a choice: resign or be charged. He's committed perjury, robbed from the COMBAT fund, and who knows what else will be found out when all the investigations are done?

  10. @ 11:58 A thousand-plus expenditures of $9,999 or less adds up to a lot of money -- all being spent without oversight. If these expenditures were legit, then why would Frank White care if the auditor and legislature had oversight of them? He's hiding something. Either he is lining his own pockets or paying somebody off.

  12. Does Frank White fall in step with daddy sly James in focusing more on illegal aliens than the homeless or the black community as their political party dictates? The black community exploitation has now been replaced with illegal Latino aliens for votes, and the black democrat politicians are stepping right up to the plate to serve their DNC masters. Yessum boss we going to hate trump and push for amnesty for millions of Latinos, and we gone make KC a sanctuary city. Make Mary Sanchez happy!

  13. White needs to resign from a job that has actual responsibilities and some procedures and at least a little oversight, and get a spot at something like the 18th and Vine money hole or maybe even start his very own "anti-crime" nonprofit.
    The money will pour in from governments, foundations, and corporations, and there'll be no oversight whatsoever, any expectation of results, or accountability.
    At the Jazz Museum you can even write checks without having any money to cover them!

  14. Franks biggest problem is his chief of staff. Jean created this monster and pawned him off on Frank. Jean used him to attack people in her own office and now Caleb has turned on her. Sit back and watch as this is about to get ugly. She is running around bad mouthing her own creation.

  15. 6:51 Jean realized her mistake and was actually firing Caleb's worthless ass. She even warned Frank not to hire Caleb. But Caleb is a great kiss-up, so Frank became enamored with him, just like Frank loved Angie Jeffries practically stalking him, so he promoted her to be the director of PR. Now he's flushed his reputation down the toilet, whatever political career he might have had, and even broken the law to illegally keep these two self-serving A-holes on the county payroll. Meanwhile, people who have ethics, Frank fires them or suspends them.

  17. 8:23... Or it could be a whole lot of $9999's, like the four Frank used to buy Caleb his little truck. The point is Frank is trying to go around the Legislature to spend money any way he wants, and, frankly, I don't trust him.
