Subject: No CFO or No Director of Finance/Purchasing

Dear Frank,

I'm at a loss on how to proceed with basic operations of the government without an authorization process. Due to your termination of the County's CFO and your failure to appoint another with the authority to approve purchase orders my operations are negatively impacted.

Today, I am told by your staff that no purchase orders will be approved because no one has the authorization to do so. My operations cannot stop, but this effectively stops my operations. We work 24 hours a day in the Prosecutor's Office. Among many necessary items, witnesses must appear in court and their travel and accommodations are necessary purchases. What would you like me to tell them, the Court and other necessary partners?

    1. in the last meeting, Jean basically called out Frank with all of the other legislators. They are shutting him down and if it's affecting the prosecutor's office it is their right to do so.

  2. Simple answer is that Frank can't govern without Nutter. He was hand picked by the County boss and without him, there's nobody left to guide him and set him straight. Frank was a great puppet but without someone telling him what to do, he's lost.

  5. Anybody see that Star editorial about the "feud" between the Legislature and County Executive? As usual, The Star didn't get the story straight. How do you talk about dysfunction at the courthouse and not mention Caleb Clifford's name once? He's Kid Dysfunction.

    Frank has essentially turned over the authority and responsibility for running the county to an employee, his dip-shit Chief of Staff Caleb. They want to freeze out all the other electeds.

    The reason the Legislature is hiring staff is because Caleb and Frank can't be trusted. Any current employees that dare return a phone call from the Legislators risks getting fired. The Legisaltors aren't creating "duplicate hires," they're hiring people because the County Executive isn't getting the job done.

    What the Star ought to be asking is why the County Executive Office has so many Chiefs, Deputy Chiefs and administrators, and why Frank White has a PR staff with 8 people on the county payroll.

  23. Frank is complying with the charter. Strong internal controls are required to keep government spending under wraps. Interim people should be able to approve purchase orders before the end of the year.

    Clay County has shunned state law under doofus Nolte's tenure. And he was a horrible state rep to boot. Bring back people who WTF is going on and what to do.
