(Wes Mikel | KCPT) Robert Pondiscio, a senior fellow and vice president at the Thomas B. Fordham Institute, a think tank that promotes school choice, addressed backfilling in a 2015 blog post. "Strugglers leave, high performers stay, and the ratio of proficient students rises, creating an illusion of excellence that is not fully deserved," he wrote.

Hats off to KCSD they are still producing the most per capita graduates that are truly uneducated future crack who moms and street gangsta wild thugs with pants below day ass, neck tats, who breed like rats, corn rows that defy symmetry, while wielding guns and spewing rap, doing lots of dope and killing any one who does something they think offended them.
