A special purpose district is its own "government". Secondly, because the area within KC in Jackson County is not part of the Jackson County Board of Elections it is the responsibility of the city to run such elections. I am not a lawyer, but I don't think the August vote can stop this.

ReplyDelete9:15 is right in my view. Once a special tax district is established, it does not matter what voters outside that district do or don't want. I very much doubt that when special tax districts were considered, anybody dreamed that they would be used to fleece taxpayers out of $100 million or so at a pop. Some clever lawyers discovered the loophole, and the rest is, unfortunately, history. The streetcar and its extensions are both legal, but nonetheless they are scams.
ReplyDeleteWell, the TDD can hold their board elections, but if they plan to use city resources to start planning expansion, they're going to have to challenge the ordinance in court. They're also reliant on a TIGER grant to fully fund their expansion plans and they're not allowed to start collecting money from folks in the TDD until they meet the projections established to pay back their debt obligations. They're still numerous steps away from being able to move this project forward and they still have numbers legal hurdles to clear.
