Here's the word and the outline of how the rest of this week might play out for a controversial development plan . . . AT LEAST UNTIL THE LAWSUITS START FLYING:

KCI UPDATE (9/19): Deliberation Documents Shared Today from the KC Airport Terminal Selection Process



This week is another important one in the work to select the best team for the KCI Terminal Project as the City Council is back in session and will continue to deliberate and examine the recommendation of the Selection Committee. Last week, even while I was in Chengdu, China leading a delegation from the National League of Cities, I was able to help advance our efforts as we finalized our deliberation materials, which were hand-delivered to the full City Council at 2:00 p.m. last Thursday (9/14).

As part of today’s statement (my 15th statement issued on this topic since August 15), I wanted to be the first to share with you the documents that summarize the respective comparisons of the KCI terminal proposals used in the Selection Committee’s deliberations. I am releasing this information with the consent of the Selection Committee and the full City Council. My core values of transparency and integrity are fully engaged, especially as the decision-making and deliberations process now shift back to the full City Council. The attached compiled PDF, which is now a public document, includes these items:

1. A two-page Memorandum prepared by the Selection Committee and outside counsel for the Mayor and City Council.

2. A nine-page White Paper prepared by the Selection Committee and outside counsel for the Mayor and City Council.

3. A 15-page listing of Proposer Characteristics and Relative Approach to the KCI Terminal Project.


The 15-page document was created for our review process, when the Selection Committee, with assistance from outside counsel, prepared a side-by-side comparison of key provisions for each of the KCI Partnership, Edgemoor, and Terminal Developer proposals.

It is important to note that the Selection Committee did not use any form of matrix in considering the proposals—nor did it engage in an official vote in making its selection—in accordance with the procurement process.

The Important Work Ahead

Now that the Selection Committee has turned over our work to the full Council, it in their hands to accept or reject our recommendation, and I will continue to call for unity among my colleagues. With the final recommendation, the City can begin the negotiation of a comprehensive MOU with the best team for the KCI Terminal Project, and I can assure you through my direct involvement in the process that the MOU will include solid minority participation, as well as the development and execution of the Community Benefits Agreement.

Today, Tuesday (9/19) there was a Council Work Session at 1:30 p.m. on the 29th Floor of City Hall where we met to discuss and review the timeline, and the Selection Committee was also there and available to answer Council questions and provide further feedback.

THURSDAY (9/21)

Airport & Finance and Governance Joint Committee Meeting at 9:15 a.m. on the 26th Floor of City Hall: Presentation from Edgemoor Infrastructure & Real Estate, LLC.

Council Business Session at 1:00p.m. on the 10th Floor of City Hall: KCI Airport Update

Council Legislative Session at 3:00 p.m. on the 26th Floor of City Hall: Depending on the outcome of Thursday morning meeting: the full City Council could vote to accept the recommendation.

  3. What does it mean when it says BM did not meet financial parameters, in addition to the bond priority problem?

    The rejection of the two proposals appears definitive.

    One more thing, the committee did consult with outside advisors extensively, which is part of due diligence and hard to go against.

    These documents were released to blunt criticism and, at first glance, they do to a certain extent by showing some degree of rigor.

  5. Burns and Mac was caught trying to totally screw KC and use its relationship with the Mayor to get this deal approved. The home town team was caught trying to screw the home town.
