The latest word from Clay seems exceptionally "enthusiastic" and detailed given that his question before Kansas City voters was struck down by a resounding margin . . . Local media has not yet reported his threats to recall Mayor Sly that have grown increasingly loud.

Open complaint to Jackson County Prosecutor Jean Peters Baker and the Missouri Bar Association to rein in Mayor Sly James and his attack dog, the City's legal department, who (for the second time) conspired together to maul a petition proposal, mislead voters and subvert an election by changing the meaning of a valid petition proposal to mean what James' and the City's legal department wanted the petition proposal to mean.

Mayor Sly James and the City are currently being sued over the matter and a petition to recall Mayor Sly James is being readied.

I offer Jackson County's Chief Prosecuting Attorney, Jean Peters Baker, and the Missouri Bar Association the following evidence as proof these two co-conspirators have undermined democracy, the integrity of elections and the democratic petition initiative process in Kansas City.


(1) In 2015, James and the City's legal department changed the meaning of a valid light rail petition proposal, submitted to the City by the people, by deliberately placing before voters ballot language that not only did not represent the intent or "substance" of that light rail petition (signed in behalf of by 4,000 Kansas City voters) but also did not even include the words... light rail! They did this because legally they could. But James and the City's legal department violated the public trust by deliberately misleading voters and ignoring the mandate from the thousands of voters who signed the valid light rail petition.

The result: Kansas City voters were confused and misled by the corrupted ballot language deliberately placed before them by Sly James and the City's legal department. And thus, voters were manipulated and the integrity of a Kansas City, Missouri election subverted by the blatant misconduct of co-conspirators...Mayor Sly James and the City's legal department.

(2) On August 8, 2017, James and the City's legal staff repeated their crime. They changed the meaning of a valid transit petition ballot proposal from the people. The City deliberately placed before voters ballot language that did not represent the intent or "substance" of that rail petition proposal. In the Kansas City Star ( 8 / 9) City Attorney Cecilia Abbott was quoted as saying she wanted to, make the petition ballot language "comprehensible to voters." That statement was a lie. Mayor Sly James and the City's legal department wanted to make the petition's ballot language incomprehensible to voters as follows:

(a). The City's deliberately confusing, vague and incomprehensible ballot language referred to the transit plan proposed by the petition as both a streetcar and light system.
(b) The City's deliberately confusing vague and incomprehensible ballot language completely omitted where the rail lines would run and where the stops would be as outlined in the petition's ballot language in its "original form."
(c) The City's deliberately confusing, vague and incomprehensible ballot language said the plan "might" include electric buses, when the plan directly stipulated an electric bus fleet be established to expand the service area of the rail system.

The result: Kansas City voters were confused and misled by the corrupted ballot language deliberately placed before them by Sly James and the City's legal department. And thus, voters were manipulated and the integrity of a Kansas City, Missouri election subverted by the blatant misconduct of co-conspirators...Mayor Sly James and the City's legal department.

We now entreat upon higher authorities to come to the rescue of Kansas City voters, free elections in Kansas City and the democratic petition initiative process in Kansas City for crimes committed against all three by co-conspirators...Mayor Sly James and the City's legal department.

Unless Mayor Sly James and the City's legal department agree to re-submit Ballot Question #2 to the voters of Kansas City in its "original (petition) form," we ask Jackson County Prosecuting Attorney Jean Peters Baker to oust Mayor Sly James from office, and for the Missouri Bar Association to disbar City Attorney Cecilia Abbott for their crimes against democracy.
