HNTB, which has unparalleled experience with Kansas City International Airport, was not part of any of the four teams competing to design, build and finance a new single-terminal KCI. But some sources think the company could be named as the city's owners representative for the project.

Then they decide HOW it's going to be done. In this case, an airport terminal funded privately.
Then, and most importantly, they decide WHO is going to get what out of it.
A $1.2 billion pot of money is like blood in the water and every shark, regardless of its qualifications or size, will come thrashing into the feeding frenzy.
And how will the "project" actually turn out?
Who cares.
