KANSAS CITY, Mo. - Kansas City has a new police chief, but the man who was passed up for the job told 41 Action News Friday he was surprised by the announcement. 41 Action News spoke with Norman, Oklahoma Police Chief Keith Humphrey, the other finalist for the police chief position, after the announcement that Major Rick Smith was named police chief.

  2. The time it would have taken him to get acclimated to the department, city, and community would have been extensive. Add on his audit plans and any delayed implementation of programs or initiatives. We're talking 2 years. Chief Smith already has what is needed and will get to work on day 1. The right choice was made.

  3. It's obvious that Chief Humphrey isn't aware that decisions made by KCMO government have nothing to do with merit, common sense, best practices, careful thought and deliberation, cost, or taking the best interests of the public into account.
    Of course the skids were greased and he was just window dressing for the charade.
    Insider dealing, paying off contributors, kowtowing to the demands of special groups, backslapping, PR claims...
    Now we're talking!
    Now Humphrey can watch what happens in KCMO for the next couple years and be happy he came in second.

  19. You have no idea how close he was to being chief. The Governor appointed a police commissioner the day before the decision. That commissioner took Al Brooks place. Assuming Brooks would vote with the mayor along racial lines, the vote would have been 3-2 the other way. Thanks Gov, you saved the day!

The guy BITCH from Oklahoma couldn't direct traffic in KILLA CITY , let alone be in charge of the cops . The new Chief has tons of experience in the areas that matter to get the department on the right track !

  23. Of course he is pissed off. He was told the job was his, and sounds like he thought it was rigged in his favor. At the very last moment a 5th commissioner was added. That can't be an accident. That vote had to be in favor of Smith. If so, the governor finally made good on his promise of draining the swamp. The mayor must be pissed!!! Watch the video, the room cheered when Smith was announced. If the troops are happy with Smith they deserve it.
