"Increasing the efficiency and effectiveness of Kansas City government is going to take a whole lot more than a "data-driven public facing initiative", whatever in the world that is.
How about some command attention, supervision, oversight, professional planning, and accountability for results?
Plain old management 101.

Hickman Mills School District - Smith-Hale closed due to power outage but instead of cancelling school kids bussed to Ruskin so district can still collect state funding for the day - I'm sure a lot of teaching is going on!
