There's nothing wrong with Forte, those who don't like him must be racist or have some other personality conflict or internal department issue with him. He's the best Chief the Department has had. He nor any other Chief can do anything about murder rates, it's just the simple fact. They will go up and they will go down regardless.

He finds out about the Juvenile Unit fucking up so he promotes the Captain and makes him Major over the same unit to cover it up...when it still came out and the violent crime skyrocketed...he moved that same Major to the Northland to hide him out. When the Juvenile detective was kicked out of Jackson County, Forte tried to move her under the Major again so he could cover her up...she complained about moving so she was given a job in the supply unit. Now the Major is fucking up the northland with his same hairbrain ideas that caused violent crime to skyrocket! Dirty scandalous joke!
