CID For InterContinental Vote This Week
Please help us this week impress upon our City Council members there is no need for them to be taken in on this CID fiasco by the InterContinental Hotel. Read the KCBJ article in the link below noting the Hotel got a $75,000,000 loan in JANUARY of 2016, for renovations of their properties including the Kansas City location. There is no reason now or ever to get our City involved in this. Hotel personal did not disclose to the city council they had the money. They kept it from the council when they presented their request two weeks ago. Council members should be livid! The InterContinental wants to add unnecessary costs to a city that is struggling financially.
When IC management refused to tell Councilwoman Hall what their occupancy rate was, they destroyed any chance of getting this proposal past her. We assume she was trying to determine how liquid they were. Others on the PZ&EDC, Taylor, Shields and Lucas all caved right in and would not take a stand. They left Councilwoman Hall as the only dissenter and moved the decision to the full council. They could have stopped it in it’s tracks. It is more obvious everyday who has sound business judgment on the council and who does not. Thursday of this week the full council will hear this matter. It will be interesting to see who represents the voters and not the special interests.
The InterContinental says this CID they want to set up won’t effect the Kansas City public, only out of town visitors will pay. What about locals having wedding receptions, charity events, dinners, parties, etc.. These are local people and they will all pay.
CID’s are for “blighted neighborhoods” NOT individual buildings. Routine maintenance and upkeep is the responsibility of the property owner, not the City.
Several other Hotels and other businesses have already said they will file for a CID if this passes. Voting for this would set a horrible precedent. We estimate there will be 50 -60 requests for CIDs next month if you pass this. We have taken the pulse of the voting public and I have found only one person who thinks it is a good idea. That makes the score 200 to 1. KCBJ’s poll showed 77% of KCMO residents were against this proposal.
CFRG will be watching how the council votes on Thursday. Results will be posted on the CFRG scorecard. This is a no brainer and anyone who votes to approve it should not be re-elected.
Please contact ALL COUNCIL MEMBERS and the mayor this week. Give them your views.

Note to City Council Members: This week some of you need to shed your “feel good”, "I want everybody like me” personalities and put on a business persona. Your constituents elected you to handle city business like business people. It is your challenge to run our city like you would run your own business. This InterContinental Hotel CID request is not in the best interest of KCMO taxpayers. It gets our City involved in a private business adding additional administrative costs to City Hall. City Hall does not need any unnecessary added costs… The fact InterContinental Hotel received a $75,000,000 loan from Deutsch Bank in January of 2016 for repairs and upgrades, renders their request unnecessary and unrealistic. Case closed.

ReplyDeleteSeriously, if you plan to have dinner at the hotel, does it matter to you if the hotel increases the menu price by 1% or has a CID 1% tax? And, it matters not a whit either way to you how they structure the cost for guests.
ReplyDeleteThis is much ado about nothing. I have yet to se a coherent argument against the CID. It has ZERO impact of CIDs in other, less wealthy areas and ZERO impact on taxing districts.
Phil, what is the difference then? Why go through the whole process for a CID if they could just raise their prices by the same amount? Has to be a benefit to try the CID route and I guess it would have a better $$ return than we are being told.

ReplyDeleteTax Increment Financing (TIF), Transportation Development District (TDD)' and Community Improvement Districts (CID) are all scams that take tax payer dollars and puts it into the hands of people who want to use "your" money to finance their developments at no risk to the developer which in the end really gain the general public nothing in return.

5:10 +1. If the hotel needs an extra 1%, let them raise their prices and leave the city government out of it.
ReplyDeleteActually the CID does have an impact on some taxing jurisdictions. If there were no CID they'd have to raise their rates to pay for the remodel. The city would then collect additional sales taxes on those higher rates. So the CID ultimately deflates city revenue collections. Doesn't mean the CID is a bad idea. There are pros and cons like there are for just about anything.
