Clay Chastain And His Latest Kansas City Light Rail Petition

Here is the final ballot language you requested for your board's consideration (see attachment).

The northland is where the city is growing, and the growth must be done in an environmentally sound manner that mitigates future sprawl and a sole dependency on the private automobile. That means (in our case) designing into new developments within the city, like the airport and Twin Creeks, modern transit systems that provide long distance connectivity.

Light rail service between downtown, Union Station, and the Plaza to the new Twin Creeks neighborhood (as proposed in the attached petition initiative) will not only provide those new residents (70,000 projected in the future) as well as others in the vicinity a new green, cost & time saving transportation alternative to the automobile, but will also provide the city a major new selling point in helping that project achieve its great potential and grow the city.

As to the airport....I prefer a new single terminal airport (if costs remain comparable) designed into a new light rail system (it would be the first such project in the nation and save the city $200 million from not having to scab it into the present airport configuration) that will sell the single terminal design to the public because of the added convenience of being able to step off a plane, grab your luggage, and board a rapid light rail train to the northland, downtown, Union Station, and the Plaza without ever having to de board the train to make a transfer. Wow!

We can keep the 2.2 mile downtown streetcar system as a downtown circulator (in conjunction with light rail service to downtown), but it would be a waste to extend it to the Plaza when the light rail spine is already designed to serve the Plaza and Midtown.

As I told you, Congress finally passed a 5-year, $3.05 billion transportation bill with a lot of funding in it for transit, including light rail starts. This is our time to get voter approval of a comprehensive and exciting light rail-based transit plan that serves the entire city, will help revitalize the entire city, and will bring to reality a dream this city has been kicking around for decades.

    More ways to make it more convenient for people to move further out, such as a light rail system that serves the entire community, will not "mitigate" urban sprawl. It will encourage more of it.
