The difference is Missouri has a Public Utilities Commission that is fucking owned by the utilities and Kansas doesn't tolerate that corrupt shit with utilities companies. Just watch as Missouri pays for Wolfe Creek and Kansas tells then to learn how to survive in business or sell to someone who does.
