This week the Mayor and his allies on the City Council are going to deny THOUSANDS of Kansas City voters their voice and reject a petition challenging a hastily assembled hotel deal that puts taxpayers on the hook for millions.

"Kansas City hosted the All Star Game, The Playoffs and the World Series last year and the two of the three this year, all without the proposed $300,000,000 + ( $167,000,000 taxpayers' portion) downtown hotel. I have not heard anyone complaining about the hospitality or the conveniences of our city. In fact I don’t know if there will ever be a convention larger than the World Series coming to our fair town. All without draining the taxpayer’s coffer. Maybe we don’t need this hotel after all???"

"It’s time we got back to the basics of what government is supposed to do, and that is take care of the basic infrastructure needs that have been almost completely ignored in favor of toy train streetcars and new, publicly funded downtown hotel projects.

    While I appreciate that the World Series is bringing in quite a few out-of-towners, quite frankly one would be delusional to think it is similar to the number of visitors a large convention brings in. SkillsUSA consumed 30,000 room-nights (6,000 rooms on the peak night) of hotels when it was in town, I don't believe the World Series would come close to that even with all the press in town. The Cerner conference held just last month had 14,000 attendees, of which Cerner said more than half were from out of town.

  8. 10:33 Thanks for using facts and figures. The World Series will bring in more dollars and tax revenue than SkillsUSA. SkillsUSA ADR was around $100 for each of those 30,000 room nights. The ADR for the World Series is currently in the neighborhood of $149. Of the 120 some odd hotels listed in the area the average room count in ~100 rooms. Last night was 12,000 room nights and tonight is another 12,000 room nights. So we are around 24,000 room nights so far at a higher ADR than SkillsUSA.

    I think our loss of SkillsUSA was really bad for the city. Most people on this site have probably never heard of SkillsUSA but it was a jewel for this city. In fact, it is the biggest argument for mass transit AND a convention center hotel. But the fact remains that SkillsUSA was only one week out of the year, much like the World Series.

  11. There is nothing wrong with taxpayers' subsidies. Those developers need the money because they just can't make the projects profitable without subsidies.
    So my understanding is that the hotel projects has a super TIF which means that all taxes go back to the developer/hotel owner... whoever is in charge.
    So how is this good for the local economy? What is the windfall for the City? Will all these convention attendees go to the Power and Light for dinner and drinks? Wait, I think P&L also has a super TIF where all taxes collected go back to the developer.

    I mean that's confusing... how do the taxpayers benefit from this bendover deal?

  13. 12:59, that is not at all of how a TIF works, the money does not "go back to the developer", rather the incremental (the I in TIF is increment) tax revenue is used to repay debt used to finance certain aspects of the project. To the developer this is important because they are not always on the hook if the incremental revenue is not enough. Also, once the debt is paid off the incremental revenue can be used for other purposes.

    In the case of the convention hotel it is being put on a piece of land that is currently home to the American Hereford Association's modest headquarters building, its surface lot, and another surface parking lot. In total one could see the property is not generating much tax revenue for anyone. So, once you build a $300 million hotel not only will the property taxes increase significantly, but also sales tax, lodging taxes, and convention and tourism taxes. Those are the revenues used to fund the TIF, those incremental revenues.

    That being said, TIF are supposed to be used for projects that pass the 'but for' test ... in other words, but for the TIF financing, the project would not be feasible. This is the real sticky wicket, because even if you accept that the incremental tax revenue is there for that specific property, is that really incremental tax revenue to the taxation districts or is it at the expense of the Downtown Marriott, the Crowne Plaze, the Hotel Phillips, etc., just scavenged from other properties?

  16. 2:55 if TIF's are so good and effective then why do we and St. Louis have more TIF than the rest of the United States combined? And if it is so good and spurs development then as the TIF leaders why are we at the bottom of job creation? Number 1 and 2 in TIF use numbers 99 and 98 in job creation.

  17. 2:55 I think you would find that almost all TIF funds come at the expense of tax revenue diverted from others. And to go further every city is fighting the same battle so even if we are luring business from other cities the entire country is by definition worse off than without TIFs.

  18. 3:17 your comment is both true and false. There are Hyatt OWNED AND MANAGED properties, as well as only Hyatt managed, as well as only Hyatt flagged.

    Hyatt actually DEVELOP properties, but you are also correct that many of the properties they only manage, and even properties they have nothing to do with but carry the branding and brand standards.
