This morning we have FIRST WORD on some major questions and conflicts looming over the continued development of Downtown Kansas City.

Here's the word that should offer a better perspective on the reality of economic development within the loop. Checkit:
Two Light Tower Construction
KCMO is subsidizing The Cordish Company approximately $17 million for the construction of Two Light Tower. Because there are city incentives, prevailing wage law applies. Cordish has directed their general contractor, JE Dunn, to subcontract with a non-union electrical contractor from Wisconsin, Faith Technologies. Faith Technologies has a history of failing to comply with prevailing wage laws.
The Little Blue Valley Sewer District found them to be an unacceptable subcontractor for Phase II Construction of the Atherton Waste Water Treatment Plant and asked the General Contractor to find a different subcontractor that didn't have a history of violating labor laws. I have read the minutes from the Board meeting and it's interesting because Mayor Sly James is on that Board and he voted in favor of removing Faith Technologies from the project.
In summary:
1. City money is going to a subcontractor that has a history of labor violations, and that subcontractor will also likely be responsible for helping the project meet MBE/WBE/DBE contracting goals
2. City money is going to a subcontractor from Wisconsin when there are dozens of qualified electrical contractors based in Kansas City
3. The Mayor did not want Faith Technologies on a project for the Little Blue Valley Sewer District because of concerns with their history of failing to comply with labor law

We found the sewer district board meeting minutes which confirms the assertions in this message (PAGES 3-15) or at least Mayor Sly's initial vote on this company.

The tax break alone for two light should be rescinded along with all the other sketchy deals the old council put through at the last minute. That was a dirty trick by Sly and it needs to be undone.

ReplyDeleteThe Mayor needs to step up for the citizens of Kansas City. Cordish has been taking advantage of KCMO for a long time. As a taxpayer, it's frustrating that our City Council continues to be so weak when negotiating with them.

ReplyDeleteCity should never have subsidized Cordish for anything. Cordish makes its money off "developing" and doesn't care whether the resulting "development" is ever profitable or successful.
Prevailing wage requirements are BS. They prevent the market from working and artificially inflate the cost of public projects.
Result: the city is getting screwed by Cordish while blowing the unions

"...INSIDER TESTIMONY REVEALING SERIOUS LABOR ISSUES..." Translation, local union representative pissed that the contract went to a non-union shop, even though neither the City or Cordish is under any obligation to use union labor. Faith Technologies has a LARGE local office, I've used them on projects in the past, and generally they've performed well.
ReplyDeleteI don't think that Cordish should have received ANY incentives for Two Light, but this isn't post isn't anything close to a legitimate concern or gripe. It's sour grapes (or union propaganda, if you will)...
Union dues going to political causes like banking profits going to political causes is of public concern.
