In a town of KC's size, the elevator companies have offices with crews that roll on short notice and get elevators running again pretty quickly. Hard to understand a 15-year-old elevator staying out of service very long or very often. (Assuming, of course, that the building owner can afford to own and maintain elevators.) I'm a former part-owner of several buildings, each with several elevators of similar age.
