The controversy here is over a conciliatory tone with potential rioters, looters and other scofflaws that has police backing down in dangerous urban core neighborhoods where brute force street cred often rules the day.
Here's the most relevant passage . . .
KCPD Chief: "I certainly am not oblivious to what is happening with police in other places. I actually spent time in Ferguson, Mo., today to talk to residents there and learn about their concerns. Law enforcement is under more scrutiny than ever before. That’s why we’re constantly working to build relationships with other segments of our community, rethinking the way we approach volatile situations and ensuring that our members are well enough mentally and physically to protect and serve with professionalism and integrity . . .
We’re also trying to change the way our officers think about volatile situations that can lead to officer-involved shootings. At this year’s in-service training (required for all officers), we’re teaching a course about tactical disengagement and redeployment. The instructor of the course, Sergeant Ward Smith, describes the idea well: “I can remain in this same position, and I’ll have to use force. But if I use tactics and training and think my way through this, I can pull out of this location and avoid shooting it out with someone.” This is a change of mindset for many."

They are nothing more than wild niggers running around loose and one must act accordingly around them. A hundred and fifty years or so ago, people in this country treated niggers accordingly and kept them contained and controlled. We made them useful by managing their numbers, containing them, and forcing them to work and be somewhat productive. But the natural empathy of the White man caused him to unrestrain a species of animal (niggers) largely due to the fact they they mimick humans in their behavior and dress. Now that the genie is out of the bottle, he can't be put back in and we're stuck with living around 30 million wild niggers.

Nothing about niggers surprises me at all because I do not compare their behavior with that of humans.
The only way to hate niggers and to justify the old, tired whigger accusation that racists are full of hate and spread hate and all that nonsense is only if you consider niggers human. It WOULD fill me up with hate and want to get revenge if a group of humans acted the same way niggers do and created so much misery, pain, and suffering in the world. But if you consider them as the animals that they are - a separate species from human - their actions do not surprise nor cause hate at all.
But it does fill me with a sense of bewilderment as to why we allow the nigger herd to run around completely unchecked and unmanaged. The destruction and drain on society they cause is appalling.

It simply engages the brain and causes the officer to grasp the concept that he isn't going to loose by waiting for the best strategic advantage in which to effect a collar. Most well trained departments adopted similar strategies 25 years ago and the military has used it in civil disturbance training for years. The idea is simple. Why get your ass shot at, beat, kill someone and deal with all the shit that comes with it and/or spend years dealing with civil cases and bullshit when you can collect the essential elements to identify the shit bag and nail his ass later when he is less stoned, less aggressive, less bold, less prepared, less armed, etc. The penalty is the same folks.

Don't know and at this point I'm not sure it matters what the facts are..people will riot, loot, burn, and assault regardless. But I commend Forte for studying different approaches BEFORE a crisis hits. If those cops, who were seriously outnumbered Monday night, had gone in and tried to control those riots without shooting people, cops would have got hurt or killed. Frankly, I'd rather let thugs burn their own neighborhood before I sacrifice any cops. Make the City compensate the store owners if their insurance will not. But don't throw a cop into an incendiary situation and let him or her get hurt or killed.
