Luckily, I live in one of those places and anytime I see one (very rarely) on the street, I call the po po and report a suspicious person walking in our neighborhood. The po po are always very nice and efficient at checking them out and running them back to where they belong. It's the only way to prevent casing and God knows what other criminal activity.
