White women in Kansas City will soon have another weapon at their disposal thanks to an ordinance aiming to crackdown on yelling (or honking) at pedestrians and cyclists from a passing car.

"In a study by BikeWalkKC, 37 percent of people reported being harassed in downtown. In Midtown, 17 percent reported some sort of harassment. Other neighborhoods, including Waldo and Brookside, reported harassment issues, too.
"BikeWalkKC is the local organization pushing for a change.
"Spokesperson Sarah Shipley said the proposed ordinance means no driver can frighten, threaten, throw an object, or sound the horn at a pedestrian.
"If they do, there could be consequences.
“Once you report, we can have the police out there looking for these criminals for harassing people and intimidating people on the streets,” Shipley explained."
First of all . . . It's already illegal to throw things at people and cause them bodily harm . . . Same for threatening . . . However . . .

ReplyDeleteIf this is correct then it is already unconstitutional. Whether or no a law is broken can not be determined by a pedestrian and just deciding you are scared won't meat muster.
