In a nutshell, here's the mission statement:

"KCMO Arts Convergence is a new cooperative effort to strengthen and leverage this extraordinary arts and cultural community, and to fulfill the City’s momentum in becoming a national cultural center. It is a comprehensive master plan for the City of Kansas City, MO (the public role) in tandem with community partners to take action in key areas of need and opportunity."

The resolution goes to Council on Tuesday and it gives credit to Kansas City power broker Mike Burke for doing most of the heavy lifting . ..



Still, critics of the effort believe that the legislation is getting pushed through on this shortened Thanksgiving week in order to avoid mainstream media scrutiny.

Thankfully, BRILLIANT TKC TIPSTERS have laid out the deets and what we should be watching . . .

Here are the highlights . . .

In its current configuration the KCMO Arts Convergence plan will . . .

- Take 1% off the top of Kansas City PIAC funds. Roughly more than $700K. Remember the Public Improvements Advisory Committee (PIAC) is mostly in charge of important infrastructure improvements that this town desperately needs.

- PIAC is just the start . . . The plan calls for MONEY REMOVED FROM THE GENERAL FUND TO FINANCE this artsy Kansas City effort.

- Add 4 more employees with EXECUTIVE SALARIES and goofy titles amid a City Hall pay and hiring freeze.

And here's where things get really horrible and Kansas City gets a glimpse of mainstream media complicity in pushing through Mayor Sly's elitist agenda . . .

UNREPORTED SO FAR: IN A RECENT MEETING PIAC VOTED AGAINST SUPPORTING THE KCMO ARTS CONVERGENCE PLAN BY AN OVERWHELMING MARGIN!!!

PIAC money has long been looted by City Hall but this move seemed exceptionally frustrating given that it counters Mayor Sly's recent "reform & repair" infrastructure promises AND giving money to the arts instead of infrastructure just doesn't make sense.

KICK-ASS INSIDERS EXPLAIN WHAT THE 1% SKIM FROM PIAC IN THE NAME OF ARTSY ENDEAVORS REALLY MEANS!!!

Just a bit of background . . . PIAC works to fund mandated and leveraged projects. A mandated project like the EPA Water/Sewer hot mess is like homework whereas leveraged projects are akin to winning the lottery and other agencies help to finance a project with a KCMO partnership agreement.

Critics of the KCMO Arts Convergence Plan contend that that skimming from PIAC will make Kansas City unable to complete some leveraged projects.

Here's the money quote:

"Walking away from leveraged projects for the sake of arts funding is akin to winning in Vegas and leaving the money on the table."

Furthermore, KC Insiders argue . . .

"I'm disgusted, dismayed and distraught that the Mayor and Council would display such screwed up priorities and pick arts funding over infrastructure improvement. Where's the benefit in that?"

There's a hope that the Council will stand up to the Mayor on this one and THIS EPIC TKC POST IS THE FIRST to note PIAC objection and a groundswell of criticism of the plan.

Expect more opponents of this move to arise once the details of Mayor Sly choosing art over infrastructure are put on blast everywhere but FIRST according to AWESOME TKC TIPSTERS.

    Many people have spoken publicly against the very bad idea of this arts convergence and using capital dollars to fund it. The fact the PIAC voted against it in a public and televised meeting proves as much.

    Your argument that $700k doesn't pave many streets is a myth. Because that $700k would be gone, KCMO will be unable to fund at least two, and possibly more, leveraged PIAC projects over the next five years. In case you don't know what that means, it means another entity, such as MoDOT or the Feds, is willing to give us money if we come up with a % of the total project cost. This is how our bigger projects get funded.

    When we can't match these dollars offered to us, we have to walk away from projects that will now NOT get done. That is making the decision of picking art STAFF over desperately-needed and promised infrastructure, and over the wishes of the PIAC.

    Maybe people who have complained publicly, only to be brushed aside, tell TKC hoping to get the word out.

    And I find it ironic that you, who complain about all the "racists" and "haters" categorize Tony as "the most lazy Mexican in KC."

  28. Well anyone with half a brain knows this city is mainly corrupt all through city hall and the county offices. Sure there are those who don't work and are juiced into the job and have an easy life while the poor guy next to them catches hell all the time but is a model employees who makes the bad ones stand out and they hate that.

    Next election use the power of voting to not return a single person in office back for another term. If you want to send a message fast and hard that's the way to do it. If that group pulls the same stuff vote them out as well. If nobody runs against them do a write in pick a person who you know to be good leader/business person and write that name in. This town needs strong business educated types running it and not lawyers who are smart to all the laws that allows them to waste your taxpayer dollars on idiotic street cars, hotels and airports while the rest of the town falls into a heap of decay.

Decisions are made behind closed doors and under the table every day on the 22nd and 29th floors at 12th and Oak and th epublic's opinion doesn't count at all. Window dressing, town hall meetings
    dog-and-pony shows, summit meetings, meetings meetings...you can go to whichever you want.

    It takes more effort than you clowns think to keep the blog going 7 days a week, updated all day long. I notice nobody else running around doing it at the success with the numbers that he is getting for hits to this site. Sure others have tried and they have failed. KCC would like you to think they have this huge readership and it's a site a huge part of this town doesn't even know exists. When is the last time any media looked at council expense reports? That would be a good start. Who is paying for Wagner to go to China twice in two years? Why are Wagner's and Circo's aides driving city cars? Check out where there parked? The mayor has nearly doubled his office budget since he got there -- what for?
