ReplyDeleteIt's about damn time some of this comes out. You want public corruption, and why the commanders on this department can no longer lead? Kevin Masters could be the single greatest reason why. He was given a free pass on the stuff he pulled and now that he decided to open this can of worms let's get them all out on the table.
ReplyDeleteFirst, when Kevin was a young officer he and another officer decided to force his way into a home, severely damaging the ceiling, claiming that they were in "fresh pursuit" of a wanted party. Problem is they lied about the fresh pursuit, they never saw the guy (Brady issue) and illegally entered a home without probable cause (violating the family's civil rights). He received only 15 suspension days for that little event (mostly because his partner that night was the son of the chief of police). Kevin then received suspension days for disrespecting a female sergeant that he didn't like. Later, a young Kevin shot an unarmed man, actually, he was armed with a fire extinguisher. Hmmm, sounds like poor Kevin must have felt threatened by that dude. When Kevin was later promoted to captain he had an officer working for him that was hired using one name, only problem was the one he was currently using was very different. The first name had numerous warrants, arrests and his driving privileges were currently suspended. You guessed it, Kevin decided to use the good judgment he had used several times earlier and helped the officer try to cover it up and try to get his driving privileges returned. Poor Kevin got caught though, and the officer was terminated. Kevin only received a documented counseling for his actions. Then Chief Richard Easley thought Kevin was so talented he promoted him to Deputy Chief right after Kevin reached his 15th year. Obviously poor Kevin had been mistreated and misunderstood, so ole Dick gave him another chance.
A much more senior Kevin then was contacted by a friend who was legally arrested and booked. That Kevin decided to ignore Jake's law and order the release of his friend. The officers refused to follow an unlawful order and Kevin got enraged. An incident packet was prepared and Kevin again received only a documented counseling for that violation. He grieved that discipline, claiming he was smarter than everyone else and normal people can't comprehend what he was thinking. No one bought into that story and he received just a couple of suspension days when an officer would be terminated for that action.
Here we are today, Kevin was just divorced, his wife took half of his retirement and now he feels like he somehow deserves to be treated differently than every other officer on the department. Fact is, he was. He should have been fired long ago. Nice job Kevin, at least now you opened the door for all of your good deeds to be displayed.
Well the other officer was me.....your facts aren't quite right, I got 13 days and he did get 15 days. Shit happens....aggressive police work gone wrong. I did my time and Kevin did his. Make sure you get all your facts straight and by the way my ol man was never the Police Chief!

Let us not forget that the current racial discrimination suite against the most racist person on the department (DC Randall Hundley) continues under the radar as the Attorney General drags his feet in defense of this sack of shit. Kevin Masters doesn't have a pot to piss in. Time to clean house of the corrupt commanders on the KCPD who walk around with a chip on their shoulder and don't follow the same policies and procedures they demand the rank and file follow (um hello Melvin Harvey). Problem is no one cares, especially the PD...until someone is sued. Some commanders have no integrity and should have been fired years ago...before they were ever promoted. However, they continue to ride the coattails of the color of their skin rather than what type of leader they are. Don't get me wrong there are some good ones amongst them black, white, and female. Everyone knows who the good ones are just like they know who the bad ones are. Take a an anonymous poll of the worst commanders on the KCPD and Hundley and Harvey would be in the top 3!Nobody cares about Masters, he's retired and making a boat load of money.
ReplyDeleteLet us not forget how he kept his girl Josette Young from getting fired when she got a DUI after crashing her take home KCPD car. Screamed for responding officers to "call Kevin". Transferred from Internal Affairs to South patrol, received only 15 days suspension, and not one day spent out of the field. What a fucking joke. Then she manages to get her new (white)sergeant demoted, and gets to bypass other senior officers by being transferred up to North Patrol. Amazing what you can get away with when you are fucking a commander. Masters is just one example of the corruption and the incompetence that has plagued KCPD for a long time. But as long as the Police Board covers up for them, they will not stop. Wine and dinner on the Plaza, anyone?Masters is not the end of it though. Just wait until the fuckups Forte has made start to come to life. Did you think he was trying to get laws to protect himself from getting fired, and turning against old Sly, because he was doing such a great job. Taxpayers, get your wallets ready. Darylicious is about to cause this city a whole lotta cash in lawsuits. But at least the homicide rate is down!

DeletePretty sure this lawsuit will go nowhere. Bittersweet. I would so like Corwin/KCPD commanders to be embarrassed, but not by an asshole like Masters. In order to file a discrimination case such as this, you must first file a complaint with the Missouri Commission on Human Rights/EEOC. This complaint must be filed within 180 days of the alleged incident. This keeps the jurisdiction within Missouri/Kansas City. File it any later, and it goes to federal court where the judges are less friendly to plaintiffs, and the awards are much smaller. This is a grab for money, plain and simple. Question is whether the Board/City will pay out or not. Bet they will.

ReplyDeleteWhat saddens me is that the police department should be clean, and they claim to be. After tonight I've realized that isn't the case. The police department cannot police itself, and it's become apparent that the command staff is really the department's Achilles heal. A board that doesn't know what's happening and a command staff that lies, cheats and fails to lead has led to a sad department.

Having been away from the department for a few years now, it will be good to see how much of this stuff really comes to light as it went on far too long and from what I hear continues to this day. Don't forget that Masters was one of the commanders who abandoned his post, packed up and left town on 9-11.

ReplyDeleteWhat is the mission of KCPD? To protect and serve the citizens of KC resulting in an improved quality of life. The overwhelming majority of KCPD officers are honest, hardworking people who truly care about the community they serve. The problem is not black, white, green or yellow. The problem is greed and power, in other words politics. Some KCPD members earn their promotions through hard work, dedication, and innovation. A subset of the politics is race, relationships and every other type of connection. Many, not all, of those who move up the ranks of KCPD, forget the mission of KCPD, they take a fork in the road and lose their way. This has occurred for decades.
ReplyDeleteIn the case of Kevin Masters, the KCPD "system" did a poor job preparing or maturing Masters for the second half of his career. Masters didn't have the skill set and leadership mindset to be promoted beyond the rank of Captain. But, due to politics, public pressure, and self preservation, Chief Richard Easley promoted Masters to Deputy Chief with fifteen years of service, way too soon, even if he possessed the needed skills. Simply a promotion to satisfy the black community. Masters was put in a position that was doomed. However, his doomed position afforded him a much higher pay rate resulting in a better retirement and opportunities few will experience. Now, he gets divorced, loses probably half his retirement check to a now ex-wife and decides he will try to regain part of his loses by a filing frivolous suit. He has a good second career with the KCMO school system, but he is not satisfied. This is nothing but a selfish act that will exert additional pressure on the honest hard working members of KCPD and possibly cause yet another financial setback for KCPD officers and civilians.
But, don't stop with Masters, take a look at other members of the current KCPD Executive Team:
Deputy Chief Cheryl Rose, hasn't contributed anything of value to KCPD's mission, was never a real cop, why was she promoted? Perhaps diversity, she is gay.
Deputy Chief Patty Higgins, the black widow. She has not contributed anything of value to the KCPD's mission. She has left a path of destruction. Why was she promoted? Perhaps she knows where there are many skeletons. How does she know such things? Take a guess. Oh, buy the way, it is rumored she is violating KCPD policy by living outside the city limits.
Deputy Chief Randy Hundley, through his actions it is apparent he is a racist. He is not even close to being sharp and probably should not have made it past the rank of sergeant. Again, he has done nothing significant to accomplish KCPD's mission. It appears he was yet another political promotion based on the color of his skin. Of course there are rumors that he is under federal investigation.
The jury is still out on Deputy Chief Randy Hopkins and Deputy Chief Robert Kuehl. Neither have been fireballs, but they care about their personnel, don't appear to be vindictive and treat officers like human beings.
It appears Chief Forte' wants to do the "right thing". However, being Chief is like being in quicksand. You want to be progressive and make a difference, but in a few blinks you are caught up in the minutia of everyday affairs such as the Masters mess taking away from the real task of reinventing the Department and taking it to a place of leading the needed change in law enforcement across the nation.

It may be semantics on where the money came from, but at the end of the day, the attorneys, judge, you, and Masters agreed to a settlement that was probably close to half the marital assets, including Masters pension.

1. Will the lawsuit get Chief Corwin to talk abut the alleged incident that was said to have occurred with Forte-a traffic stop- unnamed lady passenger-and the reason for the stop in the great Northland? That little action Could help the department show that cover ups are color blind.
2. Will this lawsuit take Mr. Masters out of the run for 5th District Council race?
3. And just where does the misuse of department resources (vis-a-vie all that babe-sitting for Corwin's fuck when he was out of town) come into play regarding this lawsuit?
Retired KCPD1000 - Very well said and an excellent analysis. Those are the very reasons so many of us left. It wasn't the job itself, it was the leadership and the process you identify. The problem is that in that structure, you can survive, and in fact be promoted, despite your lack of abilities and constant massive mistakes. In the private sector, you would have been booted out long ago. The way the system works there, it is so hard to get rid of bad people. Where else do you get rewarded for doing nothing? Notice that most of the improper or illegal activity that has been noted in previous comments went unpunished unless it became public knowledge and the department was forced to take some kind of action. And even then, a nice drawn out investigation gives people time to forget and the whole matter just goes away.
ReplyDeleteTypical Masters, he took all those leadership courses and then would come back and basically do the opposite of what was taught and justified it through his go to approach; I'm smarter than all of you and only I see the big picture. Very hypocritical as he would preach taking responsibility but when he gets in a jam he whines and cries to the very end how he was mistreated. Never had a problem handing out discipline to others though and expected them to take responsibility for their actions. I worked for him and Corwin and don't believe either is racist, but as the retiree stated Masters was I'll prepared for higher command. Corwin was just a politician in it for himself only. I'd like to not get worked up about this since I perceive it as an issue between two egotistical and delusional commanders but we all know where the money will come from if the court finds in Masters' favor. And that would be an injustice. Masters knows this as well but probably will proceed with his suit against an employer that offered him more than he ever could have received anywhere else.

The truth is every police department in this country is corrupt because MOST police officers are assholes who joined the force because they like the power and control. ReplyDeleteI'm proud to be a member of the KCPD and have sacrificed my time, my relationships, and my health to serve the citizens of Kansas City. I have watched my fellow officers put their lives on the line, fight, get shot, go with little sleep, and put their own family aside to wake up and do it all over again the next day. This thread is not about turning on each other. It's about calling out the high ranking commanders whom have gotten where they are by riding an agenda. The likes of Hundley, Harvey, Rose, and Masters chose and continue to choose to not lead but advance their own motives to advance their careers. The KCPD is a great organization because of it's rank and file not because of some arrogant buffoon commander who walks around and has never done a damn thing in his/her own career but sit back and question everyone else. I can't figure out yet if Chief Forte is what we all thought he would be when he became the Chief or if he is going to let his legacy be defined by some of the idiots he has surrounded himself with. He has made some very good appointments but also has shown a stubborn streak with sticking with something when it's not working....whether that be an individual or an idea. There are many on this thread whom have hit the nail on the head. For those of you whom have no association with the KCPD, don't be fooled by some of the ignorant posts on here. They are race baiters black and white alike that are trying to blur the lines. Hundley , Harvey, and some others are simply taking up space. This department will move forward when commanders like that have retired and moved on. As far as Masters and his lawsuit, he will get paid simply because this department continues to allow people that have no business being promoted to move right up the ranks. Until we stop with the madness, the KCPD will be slow to ever change. It must start at the top! Otherwise, it will be the same old story.
