$12 Million for a no-bid contract? CM waiving solicitation process requirements? Relationship between the consultant that drew money from the City and the Chicago LLC? Future "revolving door" relationships?
Hell, the contract terms are not even available on the web site.
I am retired Kansas purchasing officer, and this crap is what gives those Tea Party lunatics an issue to stand on.
1. If the staff of water services cannot do this why are we paying them? 2. There's no firm in Kansas City that could do this?
