Guess Ill have a government worker buy me a ticket. That's surprising since government workers seem to be the one causing most of the blight and stress on neighborhoods in Kansas City. They are also some of the dumbest people I know! It would seem you'd charge them the most and professionals the lower premium. Nevermind...

I assume that he is speaking on how to make a community distressed.
