A recent KSHB Investigation has resulted in the resignation of The Chief Operating Officer of The Kansas City Public School District. The controversy stems from a contract bidding process that KSHB EXCLUSIVELY reported on with some fascinating detail.

SCHOOL BOARD MEMBER CRISPIN REA CHALLENGES THE REPORTING OF KSHB AND CLAIMS THAT IMPORTANT DETAILS WERE OMITTED FROM THE STORY!!!
Here's what School Board Member had to say in the aftermath of a critical resignation:
"REAL TALK: This is an incredibly unfortunate piece of news. Facts that completely vindicate Gen. Rounds of any wrong doing were intentionally omitted from this story. Instead, if you are a faithful KSHB viewer you were served weak allegations and inferences. I have very rarely directly aired media grievances whether it was when I worked in the Mayors Office or served on the School Board. That being said, my obligation rests with protecting the parents and students in the School District. Today, they lost a dependable and honest administrator as a result of misleading and ambitious investigative reporting. We must demand better from those we trust."
School Board Member Rea defends the work and the integrity of Gen. Rounds in this answer to KSHB.
There might be more details forthcoming regarding specifics about facts that the KCPS argue were omitted. What I know for sure is that this discussion revolves almost entirely around the mechanics of the deal that was profiled by KSHB and the contention by many in the KCPS that Gen. Rounds did not act unethically when it came to making the deal that was profiled by KSHB.

ReplyDeleteMaybe this is because Crispin is on the board which approved this contract without discussion, even though it was for $32 million. His lack of curiosity and trust in other people's judgment and decisions is not very encouraging. And his lack of good managment and business practices would indicate that maybe he does not have the background to govern such a large and complex operation.
ReplyDeleteIt's probably a good idea to support the people who work for you, but this is not the kind of case to choose to do so.
I don't think anyone questioned this person's integrity; they wondered about his judgment.
ReplyDeleteSo what are the "additional facts" that were ommitted? And you might also ask the folks at Black and Veatch, Burns and McDonnell, and JE Dunn what they think of this process. They have a bit more experience and credibility than Mr. Rea.
If there was nothing to the story, why did this guy "resign". And the district's statement that he left "to pursue his dreams" is ridiculous.

Uh, Mr. Rea, what you and General Rounds seem to fail to understand is that you do need to personally benefit (e.g. through a bribe, kickback, or other form of consideration) in order to have acted unethically in the awarding of a contract.
ReplyDeleteGen. Rounds skirted the terms of the RFP and made exceptions to the application of the conditions therein in order to give the contract to a favored or preferred vendor with whom he had a close relationship. You can do that in private industry, and that may be the way they do things at DoD, but it is unethical for a public agency like the KCPS. PERIOD. And he was caught and called on it. And was largely non-apologetic when confronted.
Perhaps, Mr. Rea, you should ask Professor Black for some personal tutoring on the subject of business ethics in contracting. In the meantime, and until you fully grasp what "preferential treatment" means, abstaining from votes that involve the expenditure of significant sums of money may be wise. That, or taking some time to "pursue your dreams".

Could it be that he DOESN'T HAVE any such facts?
Crispin can't change the terms of the published RFP or the timelines of the actions of the parties.

ReplyDeleteShame on KSHB? The school district has been a disaster and employment agency for family and friends for decades, even as thousands of young people hit the streets reading and doing math at a fourth grade level.
You may think that making believe and hoping for the best is a serious approach to changing something that hasn't worked for all these years, but ir you're really serious about helping the kids, I would think that you'd be less concerned about the messenger and more concerned about the mess.
Sorry to disappoint, but 9:38 is just a bozo (KCPS educated) high school grad with poor editing skills (post should have read, "you do NOT need to personally benefit"....) giving an opinion to a member of a board to which I pay my taxes and receive nothing but excuses, double talk and graft in return.
