MARK FUKHOUSER WANTS TO BE MAYOR AGAIN BUT PROMISES GLORIA SQUITIRO WILL CONTINUE TO PLAY AN UNPRECEDENTED ROLE IN HIS ADMINISTRATION DESPITE THE FACT THAT SHE IS STILL COSTING KANSAS CITY MONEY!!!

The lawsuit by former mayoral aide Shawn Pierce was settled today for $125,000.
Pierce claimed retaliation and discrimination related to the office environment fostered by Squitiro . . . Where she pranced around barefoot.
At the very least that's TWO employee salaries that could have been kept, more cash for services and more funding thrown away because Gloria Squitiro plays an unprecedented role in Mayor Funky's Administration.
Thankfully, the Mayor is being completely forthright when he lets people know that they can expect more of the same if he is reelected.
Sure hope it doesn't snow again.

ReplyDeleteThe council had decided to settle this suit in a closed session, like all personnel matters. There was no discussion of this in open session. However, one of the council members made it a point to ask, for all the public to hear, out of which fund this suit would be paid for. The answer? Out of the mayor's operating budget!

ReplyDelete1) Funkhouser did not win easily.Kay Barnes has been working aggressively to get Funk not elected. On March 8, 2007,She organized the business community to go against Funk after he went through primary.
The Breakfast with Champions again Funk includes Mike Burke,Lee Derrough, CEO of Hunt Midwest, Terrence Dunn, president and CEO, J.E. Dunn Construction Group, Steve Glorioso, aide to Barnes. Pete Levi, president of the Greater Kansas City Chamber of Commerce. Jerry Riffel, former city councilman and real estate lawyer. Michael White, lawyer. White is the attorney for the Jackson County Sports Complex Authority. Other clients include HOK Sport, which moved into a new headquarters in the River Market that received significant tax incentives from the state and the city.
2)Funkhouser won the mayoral election on March 27, 2007 narrowly defeating his opponent Alvin Brooks, only by hundreds of votes, despite Kay Barnes' help with developers big money. Kay Barnes does not want her messes to be discovered, blocking her to bid for higher office or getting into any city office.
3)In September, 2007 Mark Funkhouser appointed the task force to establish the Economic Development and Incentive Policy, passed by the majority of the council that stops cash hand-out from City to developers. Funk also replace the TIF commissioners with his appointees that are against abusing TIF projects and city-supported bond issue.
4) Funk's brave move pissed off many developers, development attorneys, construction companies that get used to the city hall money give-away. Two of those are Mike Burke and Tim Kristl -both just got snubbed by Funkhouser.
(Kristl didn’t get his $1 million subsidy for Liberty Memorial from the Parks Board and Burke didn’t get the GSA for his client, the Port Authority, which means his firm won’t get $$$ in legal fees).

5) Pat Gary and and Steve Glorioso, two long time political consultants to Kay Barnes and many politicians are hired to weaken Funkhouser s administration and not make him reelected. The political consulatants are ready to pull the strings of their politicians.

6) As Funkhouser is a clean bureaucrat, neither Funk nor Gloria has any political experience or realize that how many opponents they have who want to either get his office or prepare for their clients for the next term.

Kay Barnes approved $17 million tax break for the KC Star Green Building downtown and $30 million revenue bond for KMBZ facility, as well as the long time City Hall report of KC Star DeAnn Smith, are all heavy weapons for the developer cloud that Kay Barnes represents.
8) On Dec. 10, 2007. Funkhouser seeks to appoint a new city manager other than Wayne Cauthen, who has given away $2 billion taxpayers' money to the TIF developers and an person that hold the key to the City Treasury for the developers.
On Dec. 13, Ed Ford, a big supporter of TIF and TIF developers, led the council voted 9-4 to extend a new three-and-a-half year contract to Cauthen, whose base salary would increase from $215,000 to $227,900 in the first year.
Wayne Cauthen added $1 billion of debt to the city within 7 years with Kay Barnes and the previous administration. He hired a CFO that only has a online degree and took Accounting 101 class in UMKC. The move weakened the Mayor's power but increase the council's influence in city government.

7）Ruth bates, a black woman, was a friend of Funk and Gloria for 15 years who wants in the Funk's campaign against black leader Alvin Brooks. After Funk won the Mayor's position.
Ruth was given a job as Board and Commission Administrator, for $34,000 a year. After talking with her council aid colleague, who are paid $48,000 a year. She was not satisfied with her pay.
Then, she asked a pay raise, get rejected. Ruth wants to borrow $5000 from Gloria, get refused. Ruth began to hate Gloria and Funk and more frequently visit the council chamber and complain to the council aid colleagues.
"Within months of Ms. Bates joining my office staff, she asked to borrow $5,000 from my wife. Ms. Bates said it was for her sister. However, having just come off of a campaign, we did not personally have $5,000 in cash. We did not lend her the money. A couple of months later, Ms. Bates filed her baseless lawsuit against my wife and me. The timing of these events is a remarkable coincidence.
However,around the time she asked my wife for $5,000, her personality in the office completely changed. She became demanding. She demanded that Gloria immediately arrange a pay raise for her, even before she had been in the Mayor's office six months.
She also demanded that I force Francis Semler to resign. When her demands were not complied with, Ms. Bates began to fabricate and exaggerate unfavorable comments about both Gloria and me. The Semler issue put a strain on my relationship with the City Council, but Ms. Bates' actions served to exacerbate that strain. It eventually prompted the City Council to develop the so-called "volunteer" ordinance that has barred the First Lady from serving me in my office. "
8) Ruth Bates' complaints in the Council Chamber gave an excellent opportunity for the opponents of Funk, which inlude Kay Barnes, Steve Gloriaso, Pat Gary, Pat O'Neil. Ed Ford, etc. They use Tony's KC as a rumor outlet and DeAnn Smith as a official media outlet of KC Star, creating drama with one-side story and half truth story telling.
Her suit also named Funkhouser's wife, Gloria Squitiro, and the city as defendants. Squitiro, who worked as a volunteer in the mayor's office, has already settled her part of the case for $45,000, which was to be paid by the couple's homeowners' insurance company. Only the city remains as a defendant.

9) Funk and Gloria, two average people without any political skills to handle this coordinated attack, did not do well when Ruth Bates, guided by Ed Ford and Steve Glorioso to sue them. Ford even voiced his support and legal opinion for Ruth Bates on KCTV5 after the first settlement.

A Kansas City councilman wants the city to escape the cost of any damages that could come from discrimination claims against city representatives.
The proposal would require elected officials, employees and volunteers to repay the city if their actions result in penalties either in court or in a settlement.
Councilman Ed Ford said Friday that it is coincidence that he introduced his resolution four days after mayoral aide Ruth Bates, who filed a racial discrimination complaint against the mayor’s office, was given her walking papers after declining a reassignment.

10) At the time when the council are talking about the settlement for Ruth Bates, Deb Hermann is already thinking about running for Mayor next term. She is the person that leaking out the bottomline of the council to the Ruth's attorney through Tony. After this, Russ Johnson introduced an ordinance to prevent councilmember from leaking out confidential info.
11) Mike Burke's invisible hands are all behind this. He and Ed Ford are good developer lawyer friends for 30 years. He has a close relationship with Kay Barnes.
He is the major contributor to the Mayor's recall in April, contributing over ten thousand dollars. He is working aggressively against Funk until he announce his bid for the mayor this year.
12) Funk is a leader that the City need to dig out and address the problems. In a learning process from bureaucrat to politican, he paid tuitions. He will do better in the 2nd term if get re-elected. Taxpayers need to remember that in his first term, the city's debt is not increasing. He also saved taxpayers hundreds of thousands of dollars by driving his own car instead of hiring bodyguards, drivers and buying limos.
Well, the bright side is the Pierce settlement is 25% of the Bates settlement.

That was in 2008. The city had them by the balls but you let them get away with it. You know that the crowd who took advantage of TIF was the same group that opposed you. You should have manned up to them and put a stop to it then. It could have also brought you a little redemption on the Semler boo boo with the Hispanic community. But no, you didn't have that leadership "je ne sais quoi" to motivate you into action for the sake of one of your few core principles. Now, similar things have occurred on the Port Authority and your call for an investigation is being regarded as you simply crying wolf. I can't feel sorry for a loser who chokes. From the looks of things, the current top runners for mayor all seem to be capable of following the Kay Barnes development philosophy. I believe the "tuitions" were paid by City residents and your homeowners insurance company, to name two.
Since Funky (and you, Gloria) weren't really ready for office, perhaps you should offer to refund a portion of the generous salary Funkhouser was paid while he was "figuring this thing out".

ReplyDeleteThe reason we call out mark on this blog...and many others in Kansas City & beyond is because we know he has been a dismal Mayor. He screwed up the Cerner deal when his wife stroked him in front of the Cerner top brass. Yes, there are witnesses.
We dislike him because he and Deb Hermann blew up the MAST ambulance service. Different reasons for each. Same outcome, a broken MAST system poorly run by KCFD.
We dislike him because he did not work to regroup the Housing Department. Our mismanagement caused us to miss out on Fed dollars.
He failed to represent this city at our state capital. Thankfully other citizens are able to lobby on our behalf to capture ATA money, housing dollars and stimulus funds.
He is totally ignorant of the budget process. Now that is a kick to the head as he was once considered the "budget guru" Perhaps the Star gave him way too much credit for thoughtful input when he was the city auditor.
We are well aware that mark is a washout, why aren't you as well informed?

11:05, Rowland is hardly the budget guru. The city's fund balance was depleted during his tenure. Deb and Jan, especially Deb, have constructed and balanced the last three budgets. Deb and Funk in the primary. Deb wins.
