Terry proposing ethics reform is like dog requesting fleas. He'd better be careful what he wishes for... he might get it. What is the statue of limitations on the Perfect Output scandal? And why would we think that the ethics commission does anything when they ignored Terry's oh-so-obvious meddling in trying to give Perfect Output city business?
