TKC EXCLUSIVE!!! CITY HALL INSIDERS SAY THE COUNCIL IS GROWING TIRED OF TROY!!!



Let's start this off with a fact: Everybody likes Acting City Manager Troy Schulte on a personal level. And that might be the problem.

Former City Manager Wayne Cauthen was kind of repugnant, just not a nice guy and had few real friends outside of Denver. But there is no doubt was skilled politically, right up until the point he was thrown out the door by surprise.

In any event, while Kansas City has a soft spot for nice white guys . . .

HOWEVER, THERE HAVE BEEN REPEATED RUMBLINGS AT CITY HALL WHICH SPEAK TO A LEVEL OF GROWING FRUSTRATION FOR THE ACTING CITY MANAGER!!!

A City Hall Insider noted the following, I've followed up (a bit) and I find that the following sentiment from a City Hall Insider has some merit:

"I am hearing from even his supporters on the Council a frustration is building with Troy Schulte. The main complaint is he is indecisive. Talk about someone who cannot change much and you look at Troy. As budget director he was always influenced by the last person he talked to. When in the Mayor's office he used to drive me crazy at budget time.

His test was to demonstrate he could make tough decisions and stick by them. He bungled the Garcia issue (still not fired even though some lazy ass folks in the Water Dept and some know it all attorneys in the City Attorney's office wish he were), he failed to stand up to the unions on the unpaid holiday issue, he and his staff made a huge error in the budget and are now $4 million out of balance, and finally he has waffled all over the place on the CIMO issue.

Nice guy, but as we all know in politics and life, they often finish last.
I would say at this point Troy has not done well and is very unlikely to get anything but a 6 month extension as Acting CM."

Again, Schulte fans include most people at City Hall when it comes to his style . . . However, the Council dudes I've talked to start their comments with "he's a nice guy, but . . . " Which is never a good sign for a long tenure in this Cowtown.

  1. T, your insider is so off base, it's embarrassing. Troy has not waffled on CIMO; blame Terry Riley and John Sharp for keeping that nearly-dead horse alive. Troy hasn't fired Garcia because he can't at this juncture. Garcia was suspended for bad behavior pending an investigation. Do you want Troy to fire him and bring yet another lawsuit onto the city? I am unfamiliar with the budget imbalance you are speaking of, but if the budget is off that much, that is not unusual at any given point: it's a small amount of money from a $2billion+ budget. Are the "council dudes" you're talking about Terry Riley? If so, you can dismiss everything he every told you or will tell you. The FBI investigation will show you that he can't be trusted.

  3. Wayne wasn't just repugnant; his breath smelled like dung. It was probably from Terry Riley. Troy will be fine. Terry will be out of office soon (and hopefully in prison) so the war between the two should end soon. 6:58 is right on. Terry is the one stirring this up. Terry always gets antsy when there is an investigation showing, with him in the starring role. Teresa Loar and Bernardo Garcia co-star.

    Most of the citizens don't care about this shit. They want the traffic lights working, the storm sewers not backing up, the potholes repaired. And cops harassing the criminals, not the citizens.

    Time for you to realize what's important! I know you owe alot to the insiders, but most people in KC don't really care about the bureaucrats! We just want dependable city services!

    You've SOO been hoodwinked by government workers. If you really care about us ordinary folks, you'll not shill for the government workers so much.

    Just what value added to they provide to we residents??? I suggest little. They just want to hang on until they retire with those too generous benefits. Been that way in every city I've seen.

  9. John Sharp is the problem. John works hand in hand with Terry Riley. Their was no problem with how capital improvements were handled when Cauthen was city manager, now their is a problem when Troy is not paying any attention to John Sharp. I would not pay attention to Sharp the neighborhoods are about to get real bad at Sharp for his urban ag mess, that is what we should be looking at.

  18. Schulte is a nice guy, but he is no pushover. Whichever "insider" supplied this misinformation is probably a plant for a mayoral contender. Schulte makes good decisions and sticks by them, including the suspension of Garcia.

    This office pushing and shoving is no different that what goes on in midsized private companies but in that case, openly putting this stuff out in a public forum would get you fired in a heartbeat.

    Troy Schulte is my bitch. When I need an answer he gives me one that I like.
    Trouble is, he gives EVERYONE happy talk, so he is also the next guy's bitch. Damn, I just want answers. I can find someone else to make me happy!. He is way too eager to please that he is doing a crappy job. He can not be trusted because he doesn't have a clue on how to say the truth.

    Here's the deal that has caused T. Riley's angst (all of which played out at a T&I hearing):

    Riley wants a CIMO Departmnent. He talked to Troy, who said "we can make that work." Troy's statement does not mean that it's a good idea or that it's the best idea -- just that he could make it work.

    During the hearing, B. Skaggs and C. Circo (I think) asked if it would be better to not have a department. Riley got all upset because, according to him, Troy said a CIMO department would be good -- even though that's not what Troy said. When finally allowed to answer, Troy said, "we can make a department work, but it would be better to not have a department because that gives us greater flexibility."

    Saying a department is workable does not mean it's the best option -- yet that's what Riley wants to make everyone believe.

    Now -- where has Troy given contradictory or different answers?

  27. T's info is correct. Troy tries to say "yes" to every one and the last one in line ends up the winner. He can't stick to a decision for ten seconds if some one else shows up suggesting something different!

    He talks out of both sides of his mouth and ends up doing what ever the "boss" tells him to do. Question is: who's the boss?
    Who's really calling the shots now?
