I don't like criticizing Council Dude Terry Riley because generally I think he's doing a good job and there are a people much better at it than TKC.
However . . .
Yesterday's Council session was interesting if only because Councilman Riley was CLEARLY going to bat for his friends.
Just like awesome TKC Tipsters warned, HRD became bigger and City Hall bureaucracy expanded during This Great Recession. Here's the headline:
KC Council re-establishes city's Human Relations Department
It's a dopey move from Council people who didn't care so much about MBE/WBE compliance when there was a real case on the table regarding H&R Block's failure to live up to standards. Still, it's essentially harmless not counting a big salary for a director.
What's more interesting was the work Council dude Riley put in to help out The Heavies in a related issue. A proposed "Capital Improvements Department" was part of this deal and it failed.
Riley was so persistent about this deal . . . He's trying it yet again notes a rather astute TKC commenter:
"Terry Riley re-introduced the exact same ordinance at the very end of the council session, so it will come up again in a few weeks. It needs to be killed again. At-large councilpeople who voted for it (Curls, Jolly, Ford) had better vote to kill it the next time if they want to win re-election."Word is, The Heavies are in STRONGLY in favor of this move and for all their talk about "Stopping The Nonsense" they don't seem to be against rehashing old debates. On the bright side, I can only hope recycling ideas to benefit special interests makes this town just a bit more environmentally friendly.

ReplyDeleteContractors know that CIMO is the only organization that has really succeeded in continuously getting out capital projects. The only difference is that CIMO staff is paid out of project funds (sales tax) rather than the general fund. CIMO staff, in general, make less money than those in Public Works, Water, etc. It's ludicrous that something that has worked so well has been scrapped. Talk about "typical politician." Those that shouted "NO!" to t he ordinance have been given bad advice!

ReplyDeleteCIMO was a disaster. CIMO jacked up the costs of construction, mis-managed projects and cost the taxpayer more and delivered less. The Heavies loved CIMO because they RAN it.
ReplyDeleteThis re-hashed ordinance is CIMO all over again. This is in part payback for the firing of Cauthen. The vote is identical to the Cauthen vote. Sharp and Riley are masters of payback and PAYOFF! If there is anything driving this, it's those two things.
Watch for more investigations regarding Riley. There still might be a cell in Leavenworth with his name on it yet.

Terry has promised the deputy director of the water department to an african-american woman who works at Tetra Tech. Go figure.
ReplyDeletei lost all faith in this city cimo is made up of retired city employees who took the job right after they took the early retirement. so how are they saving thee city money when they started at the same high pay that they retired with. beside being crooked riley has promised alot of things to people who will be paid back in the human relations dept.to bad riley isnt investigated but then he will cry foul because hes black and picken on the black people

ReplyDelete6:41/Puck, dude you just can't spin the facts away. Backlog of 150 projects exceeding $240 million before CIMO, public works staff unable or unwilling to pull the trigger. CIMO established, projects completed. Cry, whine, bitch all you want but NOBODY trusted your dept. to get Capital projects done. You tell me when the last time you totally rebuilt 9 city blocks successfully then we can talk about who is a bigger disaster, Public Works or CIMO. How many fire stations did you complete? One, two? How about seven for CIMO, not to mention a Fire Training Center and a Patrol Station. How many bridge projects? Streetscapes? Sanitary Sewers? Storm Sewers? Your lies can't hide your historical ineptness and inability to serve the City's residents.
ReplyDelete11:58, funny, there were four people in PW who couldn't perform and get the projects out and were the reason CIMO was created. One got promoted to director of PW, one is running CIMO, one will soon become an assistant city manager, and the other got promoted as well. Go figure.
ReplyDeleteThe original ordinance had all projects in this new department. Then they removed maintenance projects, then some water projects, then some airport projects, then projects under a certain amount, then they increased that, then they removed parks planning and design projects. What's left and what's the point? Departments should have control of things they maintain, including control of design and construction.

ReplyDelete11:58 CIMO got these projects out the door with the help of $$$$$ out of town consultants. It all went to shit when they left. How many millions went back to Denver? Any why do the heavies support less money for projects?
