TKC EXCLUSIVE!!! J.E. Dunn/H&R Block close to sweet deal with TIF Commission over failure to meet minority hiring goals!!!



Sometimes, KICKASS TKC TIPSTERS want to express things in their own words and that's less work for cool with me . . . Here is the latest on a bit of Kansas City SUPREMACY in practice and yet another sign that not only were minorities not allowed to participate in the so-called "Downtown Renaissance" but also that companies face no penalties for breaking their deals with Kansas City as long as they're doing it on the backs of brown people . . . Additionally, toward the end there is some pretty harsh criticism of City Manager Wayne Cauthen . . . It's pretty extreme and I just want to remind folks that this is a guest post from an AWESOME TKC TIPSTER who has provided some AMAZING information to all readers of this blog on the subject and is more than entitled to get raw on the subject of minority hiring advocated for by both African-Americans and Latinos in Kansas City. Tax rolls are facing more depletion due to capitulation by the TIF Commission on the H&R Block Project. TIF Commission is preparing to let Dunn off the hook!

Rumors are flying rampant behind the scenes regarding a so called “J.E. Dunn/H&R Block settlement offer”. Evidently, the TIF Commission and the City have been meeting behind the scenes with J.E. Dunn/H&R Block representatives to negotiate an end to the deliberations regarding the shortfall of minority participation on this project. Allegedly, the "offer" being considered will result in no monetary damages nor will there be any other meaningful sanctions to J.E. Dunn/H&R Block.

What is equally disturbing is that the TIF Commission, as of late, put on a convincing public persona of finally "getting it" and that they would execute their responsibilities as watch dog over public funds. In past meetings they appeared to be on the verge of declaring at least 4 million dollars of project expenses to be non-reimbursable because of the developer's misrepresentations of Minority participation.

As a bone to the community, the TIF will offer a lame apology (Oops! My bad!) and promises to not let this happen again in the future. Perhaps sensing that most taxpayers have an aversion to Minority issues anyway, they feel that the public won't notice that all taxpayers will be taking the hit for this “mea culpa”. TIF observers pretty much agreed that J.E. Dunn/H&R Block had been caught with their hand in the cookie jar and that there was sufficient evidence to reclaim (not give away) tax dollars. Previously, the TIF Chair Ron Yaffe, firmly ordered the Human Relations Division (HRD) to perform a good faith effort analysis on the entire project and report their findings at the August TIF Commission Meeting.

All interested parties felt this strategy would be above board, effective and balanced. It now appears that HRD will not carry out Yaffe’s directive and that Yaffe is ok with this. The prescribed and dictated process is being intentionally circumvented. So what happened? Why was this seemingly fair directive not carried out?

It is being whispered that political pressure (Steve Dunn and his mob) was applied to Wayne Cauthen and thence down to Philip Yelder in order to get them to look the other way. This will pave the way for the unearned tax money to flow into the pockets of J.E. Dunn/H&R Block.

Cauthen and Yelder have been criticized for laying down on the job and allowing this injustice to occur. Their actions remind us of southern field slaves who discovered how they can live in the house of the master if they helped keep the others in line.

Speaking of political incorrectness, if these yahoos were seeking out a political solution, they further compounded their problems by not including all politically vested parties. Only those who have been on the wrong side of the issue are forging a solution. The City, the TIF Commission, the Developer- H&R Block, the Contractor-J.E. Dunn are all working feverishly to cover up their tracks.

This is yet another reason to get rid of Cauthen. In the meantime, the Mayor and City Council, whom have elevated the concept of "gutless wonders" to new heights, remaining cowering in the background.

    I suppose if this deed gets done when he and the Squid are on some train ride to nowhere (a/k/a another very important out of town meeting where obviously the Funk will be the Smartest Guy in the room [and on the train, no doubt] or doing some of his private business) then the Funk can deny resposnibility for this dastardly act and blame it on the Council, the City Attorney and Cauthen.

    If he let's this happen, someone should start another recall effort. Enough is enough.

    1. It is not JE Dunn on the hook it is HR Block (unless HR Block sues Dunn).

    2. Secondly on Funkhouser's own blog, it states that he hasn't filled the empty TIF seat (more than 5 months). Now that is being smart with the money.

    3. It doesnt matter anyway, if there was a penalty it would be used by the TIF commission, that money doesnt go out in an "OJ check" and it doesnt go back to the tax payers.

  10. Put the TIF commission out of business quit voting for sales taxes that divert money for TIF. The ¼ cent Public Safety Sales Tax for Kansas City expires on June 30,2011. The city will be asking for the sales tax to be renewed. Contact your city council person and tell them don't put the sales tax on the ballot if money is going to be diverted for TIF. ALL SALES TAXES FROM NOW ON NEED TO BE TIF EXEMPT!

  11. 8:01 is right. KCATA sales tax renewal specifically barred any of the funds being diverted to TIF. Do this with all the taxes we pay!
