Here is an encouraging headline from The Star: Treatment funded by anti-drug tax results in less recidivism - Just 14 percent of people who went through Jackson County-funded drug-treatment programs were convicted of a crime within a year afterward.

  1. It wasn't suppose to work . How would most people who opened up drug programs make all that money?
