The Gladstone City Council has placed a moratorium on issuing business and occupation licenses to payday, title and signature loan businesses. Now if they could pass an ordinance slapping anyone using these services and explaining that Italian loan sharks offer more reasonable rates . . . That, my friend, would be progress.
