Treatment of the inmates who serve at the mansion seems to be a character issue for the governors. Rumor has it that the Ashcrofts treated them rudely and abusively. The Carnahans and Holdens treated them humanely. It looks like Blunt is treating these non-violent criminals as big, scary beasts.
