Moreover, let's not forget that even in Kansas City voter turnout was NEARLY RECORD BREAKING FOR THE PRIMARY and voters were clearly riled up . . .

And so, sense the fear in this note that's mislabeled as confidential when it's actually a PUBLIC DOCUMENT and part of the discourse that Mayor Sly James wants to keep secret from the public. Also, this is probably a hint that the Mayor and his supporters on the council are ready to step back from their authoritarian "leadership" style once again amid questions of boozy deals and rage against developer bennies.

On Friday, May 6, 2016, the City Clerk received notices of intent to circulate referendum petitions on two separate ordinances.

The first seeks to reject the Council’s passage of Ordinance 160281. That ordinance changed how consents for the issuance of liquor licenses are considered. The committee of petitioners is Bradley Nicholson, Jeff Owens, Laura Johnson, Thomas Stiller, and Burgess Zbryk. The committee of petitioners submitted 193 signatures.

The second seeks to reject the Council’s approval of the Council’s declaration of blight and of the First Amended and Restated General Development Plan for the Union Hill PIEA Planning Area; this is also known as the 27th & McGee PIEA Planning Area. The committee of petitioners is Andrea Flinders, Gayle Hill, Rosa James, Miriam King and Janet Parks. The committee of petitioners submitted 181 signatures.

To be a valid notice of intent to circulate a referendum petition 100 signatures of registered Kansas City voters must be submitted. If 100 valid signatures are not submitted, the referendum fails and the ordinance goes into effect.

If 100 valid signatures are submitted, the ordinance does not become effective after the usual 10 day waiting period. Rather, the committee of petitioners is given 40 days from the day the ordinance was passed to submit 3,417 valid signatures. That deadline is June 7, 2016. But even then, the City Charter allows an additional 10 days in which the committee of petitioners may supplement its petition in an effort to obtain the needed signatures.

If the petition is certified as having the required number of signatures, the ordinance does not go into effect until the voters of the City approve the ordinance. The City Council will vote on the following question: “Shall the ordinance specified in the referendum petition be repealed?” If the Council does not repeal the ordinance, an ordinance must be passed to put the matter before the voters. Assuming the signatures are reviewed by the election authorities and the Council can act on the question of repeal by

August 25, the matter would be before the voters on November 8, 2016.

  2. Sly has already shown his support from Hillary. That sounds like something that will drive supporters to be more sympathetic to him and it's the right move.

    Sure, TKC readers like to "rage" but let's not forget that KC votes for the Democratic Party consistently and we'll likely turn out big for the nominee. I'm still holding out hope for Bernie but it looks like Hillary is going to be the one who saves us from the Trump nightmare and in that context, these petitions might not face as much opposition as the blogger thinks!
