As usual, Dr. Evans provides a thoughtful and detailed statistical analysis of local crime trends that might be influenced by the politics of our city. OR, maybe the numbers are lower because it has been unusually cold. You decide . . .

Dr. Ernest Evans Talks Kansas City Homicide Stat Turning Point

Regarding homicide totals for 2014 compared to this point in 2013. There is a big improvement: 19 homicides so far in 2014 compared to 32 at this point in 2013.

And, when you look back a few years, this current statistic looks even more optimistic: Our current total of 19 homicides is the lowest total for the first four months of a calendar year since 2007--when in the first four months of the year we had 24 homicides; and 2007 was one of the few years in the past 15 years where we have had a homicide total below 100 (The total in that year was 94 homicides.)

Now, a lot of people deserve credit for this decline, but I want to give particular praise to Chief Forté . In Jan. 2014 he firmly rebuked Councilman Reed for accusing the KCPD of racial profiling. As I said at the time in the memo I just sent you under separate cover, this was a potential turning point of great significance.


The crime surge in our city's black neighborhoods began in the spring of 2008 in response to the KCMO Police Board's behavior in the April 11, 2008 meeting on the Sofia Salva tragedy. In that meeting Board members Mark Thompson, Karl Zobrist and Terry Brady did not even pretend to be fair and balanced--instead, they spent the whole meeting falling all over themselves attacking the two officers to show that they were not racists. Now, in human terms I understand why they acted as they did: Being accused of racism in modern US society is a charge that can destroy reputations and careers overnight--and had these individuals conducted this hearing with any degree of fairness a lot of people around the city would have "shaken the rafters" which charges of racism. However, while their behavior was humanly understandable, it was a disaster for the black neighborhoods of KCMO.

A few statistics tell the whole story of this disaster: In the 12-month period after this hearing there were 137 homicides in KCMO (107 black and 30 other races; of the 94 homicides in 2007 62 were black and 32 were other races)--the highest twelve month total for homicides of any 12-month period in the city's history except for calendar year 1993. The month of August 2008 was the highest one-month total for homicides in the city's history--there were 21 homicides and all of the victims were black men and women. Finally, in the heavily black East Patrol District, there were 20 homicides in the last 8 months of 2007--in the last 8 months of 2008 there were 50 homicides in that District. (No other district in the city registered any significant increase in homicides for 2008.)

After the April 11, 2008 Police Board meeting the cops in KCMO were on notice: If accused of racism forget about due process from a city administration that lives in mortal terror of the PC Police. So, out of sheer self-survival the cops largely abandoned efforts to fight black on black crime--and crime in the black neighborhoods of the city exploded; remember, 93% of the black people who are murdered are murdered by other blacks, so when the cops start ignoring black on black crime violence explodes in black neighborhoods. What, temporarily, brought an end to this bloodbath in the black neighborhoods of KCMO was a courageous act by former Chief Corwin: When city councilman Sharp attacked the KCPD for excessive force in a riot at the Plaza in April 2010 Chief Corwin left his office and came to the council chambers and strongly defended his officers. Reassured by the Chief's words, the homicide rate fell back to 2007 levels: In the twelve months after Chief Corwin's appearance at the council chambers there were 98 homicides in KCMO.

I feel that Chief Forté's January 2014 rebuke of councilman Reed is having a similar impact on the morale and motivation of the KCPD to fight black on black crime--anyone inclined to accuse Chief Forté of being an "Uncle Tom" should take note of this reduction in black homicides.   23. The weather was very cold and snowy in February, which almost eliminated murders that month, but nothing at all has actually changed to cause a decrease in the homicides on the east side.
    And if you added in the victims that have been shot, but not fatally, the numbers are about the same year-to-date as usual.
    KCMO will have over 100 murders in 2014.

Well, when the City, Big Banks and the County have foreclosed on and taken advantage of 1/2 the property owners East of Troost at the behest of Black liberals trying to "clean up the place" ; the rest of the real estate left is owned by aging grandmothers raising the younger generation's kids, the violence had to die down sooner or later. East of Troost is an empty shell. The people are either old, dead or displaced.

    It's the same people getting taken advantage of and the same families are the affected by violence.

    The violence is more spread out as the suburbs become the new breeding ground for crime. (ie - Raytown, Missouri) As other commenters have suggested, it's still too cold out for the true violence. Give it time.

  36. As a lifelong resident of Kansas City I've never had any negative interactions with KCPD and they seem to do an excellent job. Good to see Forte is getting some of those eastside numbers down for the good of everybody.

    Greetings to My Fan Club: First, to my good friend who goes by the name "The Prophet": Yes, I do believe in salvation--Jesus Christ is my Lord and Savior. Second, why I mention the Salva tragedy: The mishandling of this tragedy, a tragedy no one consciously wanted to have happen or could have prevented, set off a crime disaster in the black neighborhoods of KCMO that we may finally, after six long years of bloodshed, be coming out of. As Santayana said: "Those who do not remember the past are doomed to repeat it." The bungled way that most of the city's leaders handled this crisis has important lessons for future crises. Finally, bad as the consequences of the Salva tragedy's mishandling were, they could have been a lot worse: This crisis had the potential to have caused a horrific race riot. Anyone who doubts that should remember that the Watts riots of 1965, in which 35 people died, were sparked by (erroneous) reports that the LAPD was beating a pregnant black woman. When the Salva tragedy was in the news I often said to myself: "Most of the city's media is covering this case like they are in competition for the "Atlanta Race Riot of 1906 Award for Criminally Irresponsible Behavior by a Journalist in a Time of Crisis." (There were some honorable exceptions to this tendency to "dump fuel on a raging fire"--most notably Amy Anderson of Channel 5 and Elizabeth Alex of Channel 41.) Incidentally, I will leave it to the judgment of the reader whether it was a "coincidence" that we nearly had a horrific race riot in a major US city just as the nation was preparing to elect its first black President. Finally, several of my fan club said that the crime situation in KCMO could change later this year. I freely concede that fact: Remember, local officials can only do so much to control crime, crime trends reflect national events--and right now most of the national press corps is in the midst of a pathological frenzy on the subject of racism. We are right back to the days of Joe McCarthy with repeated charges of racism against anyone who violates the doctrines of the PC Police. If the media keeps up this racism frenzy, it could cause a national wave of "de-policing"--our of sheer self-survival, cops abandoning efforts to fight black-on-black crime.
