ORDINANCE #140029:"Calling for submission to the voters of Kansas City, at a special election to be held on April 8, 2014, questions amending the Charter of Kansas City to modify the number of required City departments, change election dates and correct certain financial procedures and processes; to allow dismissal of the City Manager by the Mayor as well as by nine members of the City Council; and providing for submission of the annual budget by the City Manager to the Mayor and Council based on a required five year financial plan; and to eliminate at-large Council districts and provide for 12 Council districts; directing the City Clerk to notify the responsible election authorities of the election on or before January 28, 2014; and recognizing this ordinance to be an emergency measure within the City Charter because it calls an election."

Again, the one to watch here is ELIMINATING AT-LARGE COUNCIL DISTRICTS . . . Which would end a great deal of racial disparity and substantially change the political landscape of Kansas City.

A small group of developers and attorneys with City Hall connections glommed on to a program for poor neighborhoods and used it to build luxury hotels and fancy shopping centers in the richest parts of town, draining $90 million per year from the city’s budget and racking up $5 billion in debt. Cash poor, the city’s bridges, sidewalks and sewers were literally crumbling, and Kansas Citians were at wits’ .

  24. All of this is wonderful; however, it still depends on who is counting the votes and IF they are honest and/or bound by the law. Otherwise, we have a similar situation to what happened in the Presidential election.

  26. Byron you know nothing. This is a horrible idea. At large council districts give each district 8 representatives on the Council...their in-district rep, their at large rep, five other at large reps and the Mayor. Go to 12 districts and each districts member gets cut to two reps. Not to mention the disaster such a setup would mean for the PIAC process, leveraging capital dollars, etc.

    Only someone who does not understand representative government would think this is a win for "democracy".
